Kultur | lx, in collaboration with the Ministry of Culture and luca – Luxembourg Center for Architecture, launches a call for applications for representing Luxembourg at the 2025 Venice Architecture Biennale. The 19th edition of the International Architecture Exhibition – La Biennale di Venezia will take place from May to November 2025.

The call is directed towards multidisciplinary curatorial teams, whose project leader is a Luxembourg-based professional of architecture, living in Luxembourg or able to demonstrate cultural integration within the Grand Duchy. The teams may include professionals whose expertise can contribute to the reflection, conceptualisation, design, production and mediation of this Exhibition. For instance, artists, architects, urban planners, landscape architects, researchers, critics, curators, writers, philosophers, and others can be part of the teams. In addition, the teams may enlist the assistance or services of third parties.

The jury consists of the following professionals:

The selection will be carried out in two sessions:

First session:
October 9, 2023: publication of the call for applications
December 17, 2023: deadline for submission of preliminary projects

Second session:
By January 19, 2024: announcement of the names of the shortlisted three teams selected for the second session
March 15, 2024: deadline for submission of detailed projects
A lump sum of € 1,500 compensation will be paid to each of the shortlisted candidates.

The laureate will be announced on March 27, 2024.

About the commissioners

The Luxembourg Ministry of Culture has appointed Kultur | lx – Arts Council Luxembourg commissioner of the Luxembourg Pavilion, along with the luca – Luxembourg Center for Architecture.

Kultur | lx – Arts Council Luxembourg was established as an initiative of the Luxembourg Ministry of Culture. The public institution has since become a key partner in the support and promotion of professionals from the following sectors: architecture, design and crafts; multimedia and digital arts; visual arts; literature and publishing; music; and performing arts.

luca – Luxembourg Center for Architecture was set up 30 years ago as the Fondation de l’Architecture et de l’Ingénierie with the primary task of promoting quality architecture as a cultural reality. Today, luca takes a multi-scalar and interdisciplinary approach to the issues facing the stakeholders involved in the production of the built environment.

About the Biennale

La Biennale di Venezia was established in 1895 and is today acknowledged as one of the most prestigious cultural institutions. La Biennale di Venezia stands at the forefront of research and promotion of new contemporary art trends and organizes events in all its specific Departments: Art (1895), Architecture (1980), Cinema (1932), Dance (1999), Music (1930), and Theatre (1934) – alongside research and training activities.

As the world’s largest cultural event for architecture, this international exhibition aims to give the world an overview as comprehensive as possible of the themes and projects capable of addressing the future’s scenarios in the fields of architecture, urbanism, the city, and our ever-changing society and societal issues.

Context of the call

The 19th edition will take place from May to November 2025. The Fondazione la Biennale di Venezia has not yet nominated the Chief curator of this edition, but their name should be communicated by the end of the year.

However, the selected proposal will need to be suitable for presentation within the Venice Biennale’s context and take into consideration the specific nature of the Pavilion. The concept developed by the curatorial team will address the typical themes explored in this international event and offer relevant thoughts on contemporary research and subjects in the field. The project must be designed with a view to possible presentation and adaptation in a Luxembourg venue after the biennale.

Official opening: mid-May 2025

Who can apply

The call is open to multidisciplinary curatorial teams, with the project leader being a Luxembourg-based professional of architecture, living in Luxembourg or able to demonstrate cultural integration within the Grand Duchy whose expertise can contribute to the reflection, conceptualisation, design, production and mediation of this Exhibition. For instance, artists, architects, engineers, designers, urban planners, landscape architects, researchers, critics, curators, writers, philosophers, and others can be part of the team. In addition, the teams may enlist the assistance or services of third parties.

Applicant teams must have experience in organising and producing exhibitions and be able to develop an architectural/ curatorial discourse that they can present and defend publicly.

Proposals may take various forms, such as exhibitions, installations, performances, workshops, readings or other relevant formats.

Selection procedure

The selection will be carried out in two sessions:

The first session will focus on the preliminary brief projects. The application deadline for the first session is midnight on December 17, 2023 and applications must be submitted through the website https://support.kulturlx.lu/en 

The second session will focus on the detailed projects. The application deadline for the second session is 6:00 P.M on March 15, 2024.

The project for the Luxembourg Pavilion will be chosen by a jury comprising:

Constitution of application files:

  • First session:
    Deadline: December 17, 2023

The application must include the following components:

  • References and portfolios of the team members (portfolio + CV);
  • Presentation of the concept/project proposal of a maximum of 2 A4 pages written either in French, German or English indicating its challenges and implications and the form it could take;
  • A preliminary budget estimation.

The jury will convene between Januray 8 and 12 to shortlist a maximum of three applicants, who will then be invited to further develop their projects and present them in front of the jury during the second session. The announcement of the shortlisted projects will be made by January 19.

  • Second session:
    Deadline: March 15, 2024 at 06 :00 pm at the latest

For the second session, the 3 shortlisted candidates must submit:

  • A title for their project;
  • The detailed project including all relevant visual elements such as layout plans, photos, videos, etc.;
  • A detailed budget forecast specifying the costs of the primary expenditures;
  • A set and detailed timetable fitting the deadlines that will be sent over to the selected candidates after the first session;
  • A format for a possible adaptation of the project in a second venue.

Physical files (models, boards, etc.) must be sent / brought to Kultur | lx – Arts Council Luxembourg / 5-7 rue de l’Alzette, L-4011 Esch-sur-Alzette) by March 15 from 10:00 am to 06:00 pm at the latest.

The jury’s deliberation for the second session will take place between March 17 and 20. Applicants will be invited to present their project in the presence of the jury.

The jury will submit its proposal for a winning project to the Minister of Culture

Please note that the jury’s decision is considered final.

The announcement of the winning team will be disclosed on March 27, 2024.

Selected applicants for the second session will receive an allowance of € 1,500 for the preparation of their applications for the project’s finalisation for the second session. For the selected team, this lump sum is to be considered a down payment. The names of the three shortlisted projects will be published.

Role and responsibilities

The Ministry of Culture has appointed Kultur | lx Commissioner of the Luxembourg Pavilion, along with luca. Kultur | lx holds the responsibility for the coordination of the project.

As the project Coordinator, Kultur | lx will oversee the entire execution of the Luxembourg presence in Venice and coordinate all aspects of the project.

Under Kultur | lx supervision, the curatorial team will be responsible for:

  • The curatorial concept of the exhibition and the writing of all associated texts for the presentation, mediation and communication on the project;
  • The design/ scenography of the exhibition layout, including the detailed construction plans and precise description of the chosen materials (including all necessary details for the construction of the exhibition) and its visual identity;
  • The editorial management of the exhibition catalogue (including negotiations with contributors, authors, copyright holders, graphic designers, publishers, etc.);
  • The production of the exhibition (including the search and consultation of the service providers, all budgetary commitments must receive prior approval from Kultur | lx;
  • The supervision of the on-site setup and deinstallation, in close collaboration with the local coordinator and construction/installation team.

The missions must be carried out within the budget and schedule established in agreement with Kultur | lx. Applicants commit to being available throughout the entire period to meet the deadlines essential for the successful completion of the project, as well as those required by La Biennale di Venezia.

The curatorial team will also provide its availability for public presentations/lectures about their project in Luxembourg and/or in Venice within the time frame of the Exhibition in accordance with Kultur | lx communication strategy and luca programme.

In close collaboration with the curatorial team, Kultur | lx will manage the following:

  • The follow-up of the general timetable;
  • The management of the administrative and budgetary aspects of the project (validation of each expenses, drafting contracts, etc.);
  • The interactions and communication with the Foundation La Biennale di Venezia;
  • The communication campaign and press relations;
  • The organisation of the opening and associated events in Venice.

The specific roles and responsibilities will be further refined, based on the selected team and project, in an agreement to be drawn up within two months of the announcement of the winning team.

Budget Overview:

The budget designated for exhibition production and publication is € 270 000 (excluding adaptation costs for Luxembourg). This sum includes expenses for installation, deinstallation, transport (roundtrip and storage after return), travel and accommodation for the selected team, and all costs related to the publication.

The winning curatorial team will receive of fee ranging from € 42 000 up to € 63 000. It should be incorporated into the overall provisional budget to be submitted for the second session.

In order to help facilitate scouting of Luxembourgish talent, Kultur | lx helps organisations who want to invite foreign professionals to events and exhibitions. The goal of this scouting is to increase recognition of Luxembourg creatives and productions, facilitate access to the artists, raise awareness, and enhance their impact.
Kultur | lx also directly supports international professionals in their request to travel to Luxembourg to meet luxembourg artists.

Exclusion and restrictions

Invitations (travel expenses) to foreign professionals must be linked to a programme specifically highlighting Luxembourg productions and/or artists.

Professionals’ normal travel as part of their working relationship with a Luxembourg institution are not eligible.

    Travel should be by train where possible. Second-class tickets will be reimbursed, as will economy-class plane tickets.
    Travel by car will only be covered – at a rate of €0.30 per kilometre plus any applicable tolls and any parking charges – if that is the only possible solution.
    Taxi costs may be covered if absolutely necessary (absence or deficiency of public transport, heavy load to be transported, etc.).
    Public transport are free in Luxembourg.
  • Accommodation
    Maximum amount for hotels: €140 per night and per person.
Amount of the support

Total financial support is calculated in accordance with eligible costs using criteria laid down in the critera article and the Kultur | lx – Arts Council Luxembourg Guidelines (Our guidelines) within the limits of available funds.

Terms of payment

The support will be paid on submission of invoices and a report no later than 3 months after the end of the project. Without the final breakdown of expenses, the Directors of Kultur | lx may block payment of the support.

The award of the funding will be voided if the project in respect of which the funding was awarded does not take place by the deadline that the organisation set at the time when the funding was awarded. The same applies in the event that one of the conditions applicable to the award of the funding is no longer being met, or that the funding was awarded on the basis of inaccurate or incomplete information.

Should the funding be voided, the organisation will be entitled to reimbursement of any payments already made. The organisation may, on an exceptional basis, waive its right to reimbursement upon the submission of a written request setting out the reasons, which must be outside the control of the beneficiary of the funding, why the project did not take place and their direct causal link with the fact that it did not take place.

Kultur | lx aims to support the visibility and the recognition of the artists, the events and the actions implemented by the creators and professionals of Luxembourg with the media, the professionals and the international public. The aim of this support is to increase the visibility and recognition of the Luxembourgish creative sector through the media, those working in the sector, and audiences abroad. The applicant is able to hire a PR or marketing agency in order to promote their participation in exhibitions, trade shows, festivals or other events abroad. This support is also available for promoting new Luxembourgish productions or releases through international media and creative marketing channels.

    With Luxembourg citizenship or residency in Luxembourg.

Total financial support is calculated in accordance with eligible costs using criteria laid down in the critera article and the Kultur | lx – Arts Council Luxembourg Guidelines (Our guidelines) within the limits of available funds.

Terms of payment

The support will be paid on submission of invoices and a report no later than 3 months after the end of the project. Without the final breakdown of expenses, the Directors of Kultur | lx may block payment of the support. However, some expenses, too significant to be advanced by the artist or the structure, may be invoiced directly to Kultur | lx on the basis of an estimate jointly accepted by the project initiator and Kultur | lx.

The award of the funding will be voided if the project in respect of which the funding was awarded does not take place by the deadline that the organisation set at the time when the funding was awarded. The same applies in the event that one of the conditions applicable to the award of the funding is no longer being met, or that the funding was awarded on the basis of inaccurate or incomplete information.

Should the funding be voided, the organisation will be entitled to reimbursement of any payments already made. The organisation may, on an exceptional basis, waive its right to reimbursement upon the submission of a written request setting out the reasons, which must be outside the control of the beneficiary of the funding, why the project did not take place and their direct causal link with the fact that it did not take place.

Kultur | lx aims to support the professional structures which contribute by their work and their presence on the international events to the diffusion and the radiation of the Luxembourgish creation. This support is aimed at companies and organisations (galleries, publishers, associations, cultural institutions) that want to take part in international events, such as trade shows and professional fairs, and whose programme(s) will include one or more Luxembourish artists.

Eligibility

This support is intended for:

  • Private/public limited companies based in Luxembourg and abroad;
  • Galleries in Luxembourg and abroad;
  • Publishers in Luxembourg and abroad;
  • Luxembourg non-profits/companies;
  • Luxembourg cultural institutions.
Exclusion and restrictions

The Luxembourgish artist(s) must be central to the submitted proposal; their place in it will play a key role in the evaluation of the project. The support awarded must be focused on expenses relating directly to Luxembourgish artists.

The support is not retroactive.

    Travel should be by train where possible. Second-class tickets will be reimbursed, as will economy-class plane tickets.
    Travel by car will only be covered – at a rate of €0.30 per kilometre plus any applicable tolls and any parking charges – if that is the only possible solution.
    Taxi costs may be covered if absolutely necessary (absence or deficiency of public transport, heavy load to be transported, etc.).
    Public transport costs with proof of payment.
  • Accommodation
    Maximum amount for hotels: €140 per night and per person. That sum might be re-evaluated for certain countries/cities, or if it is impossible to find accommodation at that price.
  • Per diem
    Per diem: 30 euro per day, per person, per working day. 15 euro per day, per person, per day of travel.

Kultur | lx wishes to contribute to the influence and dissemination of work. Financial assistance for touring and circulation of productions is intended for Luxembourgish professionals in the cultural sector who wish to perform on tour, at festivals, showcases or present their work at exhibitions abroad.

Institutions abroad that wish to host a Luxembourgish production or artist can also benefit from this fund. In this case, Kultur | lx’s support should be considered only as a contribution towards part of the costs, which are to be shared with the host/inviting organisation.

A single application may be submitted for dates spaced out in time but relating to the same project.

With Luxembourg citizenship or residency in Luxembourg.

*Luxembourg production: a production mainly funded from Luxembourg / in which the lead partner is based in Luxembourg / of which the creator is has citizenship of or residency in Luxembourg (artist, director, choreographer, author, etc.).

Beneficiaries of the Global Project Grant for the year in question are not entitled to this support.

  • References of the targeted host organisation/event;
  • Project management and feasibility;

  • Ethical remuneration of artistic teams;
  • Clearly stated goals;
  • Added value for the career;
  • Sustainability: isolated events that have no prospects for exchanges, or that do not form part of a career-development or networking plan will not be selected.

  • Travel (train, plane, car, taxi, public transport);
  • Accommodation;
  • Per diem;
  • Logistic transportation costs (sets, artwork, backline, insurance), excluding packaging costs;
  • Technical costs (rental of additional equipment not available at the venue, presentation costs);
  • Visa fees;
  • Promotional fees related to the tour:
    • Press/PR costs (fees + postage costs);
    • Purchase of advertising space (print, radio, Web, professional publications, etc.);
    • Advertising and digital marketing (Google, Youtube, Facebook, Instagram, etc.);
  • Translation costs for overtitling (for theatre and opera productions);
  • Costs of reruns* (only for performing arts, as part of a tour abroad with at least three dates).

*Support for reruns
To receive support for reruns, applicants must demonstrate that new costs arise due to rehearsals and changes linked to distribution. They must draw up a work programme listing the rehearsals required for the rerun, additional costs and the tour dates.

Two scenarios apply:
1) Circulation of an existing work that has not been performed for a significant period of time (12 months since the last performance). One or more actors may be changed for a rerun.
2) Due to a force majeure, an actor needs to be replaced in order to complete the project (injury, illness, prior commitment to another show confirmed by the date on the contract).

For all applications, the project leader must present contracts with the international venues, including the cost of fees and the costs related to hosting the production. Priority shall be given to tours and performances with institutions and on platforms whose profile is likely to launch a new series of tour dates.

Rates and condition for eligible expenses
  • Travel
    Travel should be by train where possible. Second-class tickets will be reimbursed, as will economy-class plane tickets.
    Travel by car will only be covered – at a rate of €0.30 per kilometre plus any applicable tolls and any parking charges – if that is the only possible solution.
    Taxi costs may be covered if absolutely necessary (absence or deficiency of public transport, heavy load to be transported, etc.).
    Public transport costs with proof of payment.
  • Accommodation
    Maximum amount for hotels: €140 per night and per person. That sum might be re-evaluated for certain countries/cities, or if it is impossible to find accommodation at that price.
  • Per diem
    Per diem: 30 euro per day, per person, per working day and up to two OFF days between two tour dates. 15 euro per day, per person, per day of travel. Days of rest are not compensated for more than two days OFF between two tour dates.
  • Reruns costs
    Rehearsal fees, rental of rehearsal space. Support will be provided for a maximum of 5 days of work.
Amount of the support

Total financial support is calculated in accordance with eligible costs using criteria laid down in the critera article and the Kultur | lx – Arts Council Luxembourg Guidelines (Our guidelines) within the limits of available funds.

Terms of payment

The support will be paid on submission of invoices and a report no later than 3 months after the end of the project. Without the final breakdown of expenses, the Directors of Kultur | lx may block payment of the support. However, some expenses, too significant to be advanced by the artist or the structure, may be invoiced directly to Kultur | lx on the basis of an estimate jointly accepted by the project initiator and Kultur | lx.

The award of the funding will be voided if the project in respect of which the funding was awarded does not take place by the deadline that the organisation set at the time when the funding was awarded. The same applies in the event that one of the conditions applicable to the award of the funding is no longer being met, or that the funding was awarded on the basis of inaccurate or incomplete information.

Should the funding be voided, the organisation will be entitled to reimbursement of any payments already made. The organisation may, on an exceptional basis, waive its right to reimbursement upon the submission of a written request setting out the reasons, which must be outside the control of the beneficiary of the funding, why the project did not take place and their direct causal link with the fact that it did not take place.

Mention of Kultur | lx

The beneficiary of the support must include the Kultur | lx logo on its communication materials, with the statement “With the support of Kultur | lx – Arts Council Luxembourg”.

This support has been designed to facilitate international mobility with the goal to acquire knowledge or specific expertise. Recipients may be awarded funding for the purpose of networking (attending festivals, trade shows, exhibitions, auditions, meetings with the media or with those working in the sector); of training to complement initial training (conferences, workshops, master classes, or mentoring); or of specialisation (specialist training courses, internships, residency, or song-writing camps). Applications from students will not be accepted.

Eligibility

This support is only intended to individuals:

  • Artists;
  • Authors;
  • Composers;
  • Independant curators;
  • Self-employed culture-sector professionals (managers, agents, booking agents, etc.).

Exclusion and restrictions

Beneficiaries of the Global Project Grant and of the Choreographic Project Grant: Expedition for the year in question are not entitled to this support.

For beneficiaries of the Artist Management Programme, a maximum of €800 per international conference will be granted with a maximum of two events per calendar year.

The support does not cover initial or continuing training at conservatories, art or architecture schools, or university courses (initial or continuing).

The support is not retroactive.

Decision process

Decisions to approve, reject, or defer a funding application are taken by an internal comittee or external selection committee for amounts above €10,000.

Applications for funding shall be submitted electronically via the Kultur | lx – Arts Council Luxembourg platform.

The deadlines for submission of projects for the year 2024 are set as follows:

The internal and selection committees have a period of three weeks to decide on the application from the deadline for submission (see deadlines above). The submitted project may not start before the end of the deadline for response.

Example:
Submission on 21 March. Response by 11 April. Project cannot start before 12 April.
Submission on 25 April. Response by 16 May. Project cannot start before 17 May.

Please note: 
An application submitted between 22 March (i.e. after the 20 March deadline) and 25 April will be processed with the 25 April submission, so the project cannot start before 17 May, as in the above example.

Criteria
  • Relevance of the targeted event/platform/training programme;
  • Clearly identifiable objectives;
  • Benefit for the career/education of the person in question with the aim of acquiring additional skills;
  • Quality of the budget and diversity of funding sources;
  • For attendance at trade shows and exhibitions, the availability of a professional entourage is an advantage;
  • Sustainability: the need to travel must be demonstrated and must form part of a career- or network-development approach. It will be necessary to check that the resources required to achieve the desired result cannot be found in Luxembourg.

Kultur | lx – Arts Council Luxembourg and the Luxembourg Embassy in Rome in partnership with the Academia Belgica, Centre for History, Arts and Sciences in Rome (AB), is offering a research and creative residency for Luxembourgish or living in Luxembourg authors, screenwriters, playwrights, illustrators, architects and architectural researchers (PhD Level minimum) for at least one month and up to two months (dates to be agreed upon with Academia Belgica), based on a call for applications. The aim of this residency is to help architects, architectural researchers, illustrators and authors in the broadest sense immerse themselves in the Roman environment and to encourage networking within the local art scene and with other academies and research institutes, contributing in the long run to the development of their professional career.

Located in the heart of Rome, the Academia Belgica is now part of an international network of thirty-eight academies and research institutes from nineteen countries in the Urbs, with which it collaborates regularly. The Academia Belgica is a public utility foundation that welcomes highly qualified artists and researchers. Their aim is to be an interdisciplinary centre for hosting and promoting high-level scientific and cultural activities and act as a bridge between national academic and cultural institutions on one hand and international universities and research and cultural centres on the other hand in Rome and elsewhere.

Eligibility

Kultur | lx offers a grant on the basis of a call for applications to all architects, architectural researchers (PhD Level minimum), illustrators and authors in the broadest sense, of Luxembourg nationality or living in Luxembourg, without any age limit, who demonstrate significant professional experience and commitment to the national art and culture scene.

All applications must be submitted via the online application form only. Any other document sent by post will not be accepted.

Residency terms

The residency of one to two months shall take place between March and July 2024 or between September and December 2024, the exact dates of the residency to be agreed with the Academia Belgica’s management department. The residency may be split up subject to availability and acceptance by Academia Belgica. During the residency, the resident shall be living in a single room with private bathroom and shall have access to the Academia Belgica’s shared kitchen, living room and library.
The resident agrees to respect the dates of the residence and the general rules.

Material and financial terms
  • Single private room;
  • A grant: a residency allowance of EUR 2,800 per month;
  • A flat fee for transport and daily expenses: fixed rate of EUR 600 per month.

The laureate must have health and repatriation insurance during his stay in Roma.

Organisation and selection panel

The application is free of charge and unpaid.

The laureate shall be designated based on the following selection procedure:

  • A pre-selection consisting of an examination of all applications by a committee made up of leading figures from the Luxembourg cultural scene;
  • A final selection made by the Academia Belgica’s art direction.

The selection panel grant the residency based on the relevance and integrity of the artistic approach. The selection panel may decide not to award any grant if it considers that the applications submitted do not meet the eligibility requirements. The selection panel’s decision is final.

All applicants shall be notified by e-mail.

The Jury for the pre-selection step is made up of :

Required documentation
  • Cover letter;
  • Photocopy of the applicant’s ID card;
  • Proof of residence;
  • Healthcare registration certificate (social security affiliation statements) issued by the relevant social security body;
  • Art CV;
  • A letter of intent describing the personal art project and the research and/or creation topic (issues, objectives, techniques, main focuses…) 3 to 5 DIN A4 pages;
  • Art portfolio including visuals, texts, press reviews, video recordings, etc.
Laureate obligations

The laureate shall submit a detailed report to Kultur | lx upon termination of the residency. This report may be published by Kultur | lx or the Academia Belgica. The laureate shall also complete an internal survey to evaluate the residency. The survey shall not be shared. Kultur | lx may demand full or partial reimbursement of the grant if the laureate fails to submit the report. If the residency is terminated before the end of the term, the laureate shall refund the grant and the expenses related to the incomplete period of time.

The laureate shall comply with the internal regulations of the Academia Belgica.

The laureate agrees to mention Kultur | lx and Academia Belgica during the presentation of the works resulting from this residency as well as in any communication related to this residency.

Consent and duties

By submitting an application, the applicant states that the information provided is true and complete. He/she agrees that all members of the selection panel may have access to his/her personal information. He/she authorises the selection panel to verify the accuracy of all information relating to his/her application.

In the event that any information provided by the applicant is inaccurate, the applicant acknowledges that Kultur | lx reserves the right to cancel the application.

The beneficiary consents and accepts that Kultur | lx may use his/her name for promotional and advertising purposes related to the programme.

Payment of the grant

The residency allowance of EUR 2,800 per month and the flat rate of EUR 600 per month covering travel expenses as well as the grant shall be paid in two instalments: the first instalment of 80% shall be paid upon arrival in Rome, which must be notified in writing by the laureate, the second instalment of 20% after submission of the report upon termination of the residency.

Liability

Kultur | lx expressly reserves the right to cancel at any time and for any reason whatsoever the grants awarding under these terms, without any applicant being entitled to claim any compensation in this respect.
