In order to raise awareness of an artist’s work within the sector and among the public, and to foster knowledge of different artistic practices, Kultur | lx supports the production of an artistic portfolio. The format chosen by the artist must be suited to the way in which they work and may take the form of a paper publication or digital format. Kultur | lx intends to promote the distribution of these publications within the sector and to the public, whether as part of scouting programmes or on the Kultur | lx website. The publications for this grant should not be linked to a planned exhibition or event however must be conceived as an introduction to the artist’s career and artistic approach. They must also include the cooperation of and contributions from other professionals (commissioning of texts, images, videos, etc. documenting the artist). Priority will be given to artists who do not yet have such a tool for presenting their work.

Rates and amount of the grant

The grant is calculated on the basis of a reference quote, comprising manufacturing, preparation and production costs, plus the copyright.

The total amount of the grant is capped at €6,000.

Amount of the support

The grant is paid in two instalments.

The first covers up to 80% of the grant upon submission of the first invoices. The final 20% is paid once the completed project has been sent to Kultur | lx, along with the final breakdown of expenses and report.

For paper publications, Kultur | lx will receive 5 copies and a digital version for distribution on its website.

For digital projects, Kultur | lx must receive a digital version that can be used for profile-raising through its website.

Note: Applicants must ensure that all contributors to their project have given their consent to the publication of the work on the Kultur | lx website. Kultur | lx undertakes to distribute the publication only in its full form and not to use the contributions included within it separately. The distribution of this content is for the purpose of promoting the supported artists and enhancing their impact.

In order to help facilitate scouting of Luxembourgish talent, Kultur | lx helps organisations who want to invite foreign professionals to events and exhibitions. The goal of this scouting is to increase recognition of Luxembourg creatives and productions, facilitate access to the artists, raise awareness, and enhance their impact.

Kultur | lx aims to support the visibility and the recognition of the artists, the events and the actions implemented by the creators and professionals of Luxembourg with the media, the professionals and the international public. The aim of this support is to increase the visibility and recognition of the Luxembourgish creative sector through the media, those working in the sector, and audiences abroad. The applicant is able to hire a PR or marketing agency in order to promote their participation in exhibitions, trade shows, festivals or other events abroad. This support is also available for promoting new Luxembourgish productions or releases through international media and creative marketing channels.

This support is aimed at companies and organisations (galleries, publishers, associations) that want to take part in international events, such as trade shows and fairs, and whose programme(s) will include one or more Luxembourish artists.

  • Private/public limited companies based in Luxembourg and abroad;
  • Galleries in Luxembourg and abroad;
  • Publishers in Luxembourg and abroad;
  • Luxembourg non-profits/companies;

The Luxembourgish artist(s) must be central to the submitted proposal; their place in it will play a key role in the evaluation of the project. The support awarded must be focused on expenses relating directly to Luxembourgish artists.

Kultur | lx wishes to contribute to the influence and dissemination of work. Financial assistance for touring and circulation of productions is intended for Luxembourgish professionals in the cultural sector who wish to perform on tour, at festivals, showcases or present their work at exhibitions abroad.

Institutions abroad that wish to host a Luxembourgish production or artist can also benefit from this fund. In this case, Kultur | lx’s support should be considered only as a contribution towards part of the costs, which are to be shared with the host/inviting organisation.

A single application may be submitted for dates spaced out in time but relating to the same project.

This support has been designed to facilitate international mobility with the goal to acquire knowledge or specific expertise. Recipients may be awarded funding for the purpose of networking (attending festivals, trade shows, exhibitions, auditions, meetings with the media or with those working in the sector); of training (conferences, workshops, master classes, or mentoring); or of specialisation (specialist training courses, internships, residency, or song-writing camps). Applications from students will not be accepted.

  • Self-employed culture-sector professionals (managers, agents, booking agents, etc.).

Kultur | lx, in collaboration with Ministry of Culture and LUCA Luxembourg Center for Architecture, launch a call for applications to represent Luxembourg at the 2023 Venice Architecture Biennale.

The call is aimed at multidisciplinary curatorial teams including at least one Luxembourg architect, living in Luxembourg or able to demonstrate a cultural integration in the Grand Duchy. The teams may include all professions useful for the reflection, production and mediation of this pavilion. For example, artists, architects, urban planners, landscape architects, researchers, critics, curators, writers, philosophers, etc. can be part of the team. In addition, the teams may call on the services of third parties.

Venice Architecture Biennale

The Venice Architecture Biennale is the world’s largest cultural event for architecture. The aim of this international event is to give the world an overview as comprehensive as possible of the themes and projects capable of addressing the future’s scenarios in the fields of architecture, urbanism, the city and our ever-changing society.

The 18th edition will take place from 20 May to 26 November 2023. Nominated in December 2021 by the Fondazione la Biennale di Venezia, Lesley Lokko, architect and woman of letters will be the Chief Curator of the Biennale 2023.

Lesley Lokko, who is responsible for the major exhibition, will also decide on the theme of the Biennial, which is expected to be announced in summer 2022.

Luxembourg Pavilion

The presence of Luxembourg at the Venice Architecture Biennale meets several objectives:

  • To enable Luxembourg actors to develop their practice by broadening their thinking and their frame of reference to other fields;
  • To contribute to their visibility at a national level and to their international influence;
  • To promote research, the reflection and the culture of Luxembourg and its creators among professionals and international audiences.

The Pavilion, located on the first floor of the Sale d’Armi, offers an open plan space of some 240 m2 with a ceiling height of 5 meters. A description of the venue is available in the appendix.

The Commissioner and the project Director

Since the Fondazione la Biennale di Venezia introduced new procedures for national participations in 2016, the Ministry of Culture has assumed the role of curator for the Luxembourg Pavilion. In this role, the Ministry, as the main financer of the national participation, appoints Kultur|lx – Arts Council Luxembourg as project manager who will be in charge of the whole organisation of the Luxembourg presence in Venice.

 

The jury

The project for the Grand Duchy of Luxembourg Pavilion will be selected by a jury made-up of:

  • Michelle Friederici, President of Ordre des Architectes et des Ingénieurs conseils Luxembourg
  • Cécile Fries, Architect, sociologist and lecturer at école nationale supérieure d’architecture, Nancy
  • Claudine Hemmer, Visual Arts and Architecture Advisor, ministry of Culture Luxembourg
  • Nikolaus Hirsch, Artistic director of CIVA – Architect, landscape and urban culture, Bruxelles
  • Sara Noel Costa de Araujo, Architect and curator of Luxembourg Pavilion 2021
  • Guittou Müller, representing LUCA
  • Hélène Doub, representing Kultur | lx
The applications

The call is aimed at multidisciplinary curatorial teams for the production and creation of the Luxembourg Pavilion of this Venice Architecture Biennale edition. The teams must include at least one Luxembourg architect, living in Luxembourg or able to demonstrate cultural integration in the Grand Duchy. Moreover, the teams may include all professions useful for the reflection, production and mediation of this pavilion. For example, artists, architects, urban planners, landscape architects, researchers, critics, curators, writers, philosophers, etc. can be part of the team. In addition, the teams may call on the services of third parties.

The applicant team must designate a project leader who will be the main contact for Kultur|lx.

The applicant team must have experience in organising or producing exhibitions and be able to develop an architectural discourse and defend it in public.

The proposals

Proposals may take the form of exhibitions, installations, performances, workshops, readings or other relevant formats.

In line with the directions of the Biennale 2023, the proposals will affirm the ethical and social functions of architecture, reflect the way it can support inclusion, well-being, sustainability and diversity. The selected proposal will be suitable for presentation in the context of the Venice Biennale and will consider the specific nature of the Pavilion. They will also give an idea of the subsequent presentation of the project in Luxembourg.

The criterias are :

  • The relevance of the theme in relation to a contemporary architectural discourse;
  • Singularity and artistic relevance of the project, in relation to the above-mentioned components;
  • Contribution to the discourse on Luxembourg’s architecture and its influence;
  • The implementation of the reflection in the Luxembourg cultural landscape;
  • Quality of the portfolio presentation (argumentation, clarity, readability);
  • Feasibility of the project and budgetary coherence;
  • Identification of the expected impacts of the project;
  • Identification of target audiences;
  • Professional experience of the applicant team;
  • Specific attention to circular economy;
  • The possibilities of a later adaptation of the project in Luxembourg.
Submission of applications

The selection will be carried out in two sessions:

  1. The first session will focus on the preliminary brief projects.

The application deadline for the first session is midnight on 25/05/2022 via the website https://support.kulturlx.lu/en 

The application must include the following components:

  • The references and works of the team members (portfolio + cv);
  • A project proposal of maximum 2 A4 pages written in French, German or English indicating the challenges of the project and the form it could take;
  • A provisional budget;
  • A work schedule.

The jury will meet between 30 May and 1 June and will shortlist three applicants, who will then be invited to develop their project for the second session, who will be informed by 2 June.

 

  1. The second session will focus on the detailed projects

Deadline : July 14, 2022 at 06 :00 pm at the latest

Physical files (models, boards, etc.) must be sent to Kultur | lx – Arts Council Luxembourg / 5-7 rue de l’Alzette, L-4011 Esch-sur-Alzette).

For the second session, the 3 shortlisted candidates must submit:

  • The detailed project including all visual elements (layout plans, photos, videos, etc.);
  • A detailed provisional budget;
  • A set timetable;
  • A proposal for when the project returns to Luxembourg
  • A final title for their project.

The jury will then meet for a second session between July 18 and 20. Applicants may be asked to come and present their project to the jury.

The jury will submit its proposal for a winning project to the Minister of Culture

The jury’s decision is final.

The announcement of the winners will be made on July 22, 2022.

Role and responsabilities

As the commissioner, the Ministry of Culture has appointed Kultur|lx as the project Director of the Luxembourg Pavilion.

As the project Director, Kultur|lx will be in charge of the whole organisation of the Luxembourg presence in Venice. The selection of the curatorial team will be made through this public call for applications.

The detailed roles and responsibilities will be defined, depending on the team and selected project, in an agreement to be drawn up within two months of the announcement of the winning team.

Budget and fees

Selected applicants for the second session will receive an allowance of 1,500 euros for the preparation of the portfolio for the completion of the project for the second session. For the selected team, this lump sum is to be considered as a down payment. The names of the three shortlisted projects will be published.

Kultur|lx will award the sum of €75,000 to the selected team. This sum will cover the costs of the project creation as well as the fees and is to be included in the overall project budget to be submitted for the second session.

The overall budget made available to Kultur|lx by the Ministry of Culture for the Luxembourg Pavilion at the Venice Architecture Biennale is €418,000 (excluding rental charges and the project to be adapted to Luxembourg). This sum includes the costs of installation, transport, travel and accommodation as well as communication and personnel costs for production, mediation and supervision.

Kultur | lx – Arts Council Luxembourg and the Luxembourg Embassy in Rome in partnership with the Academia Belgica, Centre for History, Arts and Sciences in Rome (AB), is offering a research and creative residency for authors, screenwriters, playwrights, illustrators, architects and architectural researchers (PhD Level minimum) for at least one month and up to two months (dates to be agreed upon with Academia Belgica), based on a call for applications. The aim of this residency is to help architects, architectural researchers, illustrators and authors in the broadest sense immerse themselves in the Roman environment and to encourage networking within the local art scene and with other academies and research institutes, contributing in the long run to the development of their professional career.

Located in the heart of Rome, the Academia Belgica is now part of an international network of thirty-eight academies and research institutes from nineteen countries in the Urbs, with which it collaborates regularly. The Academia Belgica is a public utility foundation that welcomes highly qualified artists and researchers. Their aim is to be an interdisciplinary centre for hosting and promoting high-level scientific and cultural activities and act as a bridge between national academic and cultural institutions on one hand and international universities and research and cultural centres on the other hand in Rome and elsewhere.

Eligibility

Kultur | lx offers a grant on the basis of a call for applications to all architects, architectural researchers (PhD Level minimum), illustrators and authors in the broadest sense, of Luxembourg nationality or living in Luxembourg, without any age limit, who demonstrate significant professional experience and commitment to the national art and culture scene.

All applications must be submitted via the online application form only. Any other document sent by post will not be accepted.

Deadline to apply: midnight on Wednesday 11 January 2023.

Residency terms

The residency of one to two months shall take place between March and July 2023 or between September and December 2023, the exact dates of the residency to be agreed with the Academia Belgica’s management department. During the residency, the resident shall be living in a single room with private bathroom and shall have access to the Academia Belgica’s shared kitchen, living room and library.

Material and financial terms
  • Grant: a residency allowance of EUR 2,800 per month
  • Flat fee for transport and daily expenses: fixed rate of EUR 600 per month
Organisation and selection panel

The grant-holder shall be designated based on the following selection procedure:

  • a pre-selection consisting of an examination of all applications by a committee made up of leading figures from the Luxembourg cultural scene, and
  • a final selection made by the Academia Belgica’s art direction.

The Jury for the pre-selection step is made up of :

  • Eline Bleser (luca – Luxembourg Center for Architecture)
  • Claude Kremer (Centre national de littérature)
  • Anne Simon (director and laureate 2022)

The selection panel grant the residency based on the relevance and integrity of the artistic approach. The selection panel may decide not to award any grant if it considers that the applications submitted do not meet the eligibility requirements. The selection panel’s decision is final.

All applicants shall be notified by e-mail.

Grant holder obligations

The grant holder shall submit a detailed report to Kultur | lx upon termination of the residency. This report may be published by Kultur | lx or the Academia Belgica. The artist shall also complete an internal survey to evaluate the residency. The survey shall not be shared. Kultur | lx may demand full or partial reimbursement of the grant if the artist fails to submit the report. If the residency is terminated before the end of the term, the artist shall refund the grant and the expenses related to the incomplete period of time.

The grant holder shall comply with the internal regulations of the Academia Belgica.

Consent and duties

By submitting an application, the applicant states that the information provided is true and complete. He/she agrees that all members of the selection panel may have access to his/her personal information. He/she authorises the selection panel to verify the accuracy of all information relating to his/her application.

In the event that any information provided by the applicant is inaccurate, the applicant acknowledges that Kultur | lx reserves the right to cancel the application.

The beneficiary consents and accepts that Kultur | lx may use his/her name for promotional and advertising purposes.

Payment of the grant

The residency allowance of EUR 2,800 per month shall be paid into the personal account of the grant holder. The flat rate of EUR 600 per month covering travel allowance and per die diem as well as the grant shall be paid in two instalments: the first instalment of 80% shall be paid upon arrival in Rome, which must be notified in writing by the grant holder, the second instalment of 20% after submission of the report upon termination of the residency.

Liability

Kultur | lx expressly reserves the right to cancel at any time and for any reason whatsoever the grants awarding under these terms, without any applicant being entitled to claim any compensation in this respect.
