Following the second call for a Luxembourg Selection at the festival OFF d’Avignon in 2022 and the creation of new support for Edinburgh Festival Fringe in 2023, Kultur | lx would like to invite producers from Luxembourg to make strategic proposals to stage shows at one of these festivals in 2025.
Significant investment is required to participate in these festivals, requiring clearly defined objectives and expected outcomes.

Objectives for producers from Luxembourg:
• Facilitate participation in the most suitable platform for the proposed performance (aesthetic suitability, priority distribution territories, timing);
• Receive support to find the right venue for their performance and ensure it is suitable (identified by professionals, conditions);
• Receive support through guidance, communications, networks to maximise their participation, and promote future tours.

Objectives for Kultur | lx :
• Propose Luxembourg Selections suitable for the platforms targeted;
• Boost scouting of performances by professionals at international level by targeting partner venues at festivals;
• Promote projects with international distribution strategies.

Kultur | lx – Arts Council Luxembourg is therefore now opening a second call for expression of interest in the 2025 Luxembourg Selection for the Avignon OFF and Edinburgh Festival Fringe. These two events are high-profile strategic professional platforms for networking with a view to distributing creations from Luxembourg and supporting the career development of performing arts professionals.
Kultur | lx backing includes financial support for the distribution of shows and a prospecting programme.

The selection is open to performances in all disciplines created in the past 5 years.

The performance must have been created before the Festival OFF in Avignon or Edinburgh Festival Fringe. The premiere must not be performed at either of the festivals.

Producers may apply for both platforms with a different performance for each platform. They shall be required to propose an overall strategy and also outline their ability to attend both festivals and follow up any further opportunities that may arise following the festivals.

The deadline for submitting applications is midnight on Sunday 1 September 2024.

Phase 1:
The Performing arts Selection Committee shall select projects meeting the criteria in line with the budget allocated for each festival

Phase 2:
The successful applicants will receive support to submit their production to the venues identified by each festival.
Kultur | lx support shall only be granted if the performance is programmed at one of the following venues:

  • At the festival OFF d’Avignon: Théâtre du Train Bleu; La Manufacture; Le 11 – Gilgamesh; Théâtre Golovine; Théâtre des Halles; Théâtre Transversal; Théâtre du Balcon; Théâtre du Chêne noir; Théâtre des Carmes; Théâtre du Chien qui fume; Le Totem; La Factory; La Scierie.
  • At Edinburgh Festival Fringe : Summerhall; Assembly; Dance Base; C venues; Zoo; Traverse Theatre; Pleasance; Gilded Balloon; Underbelly.

Kultur | lx can only support a limited number of projects.

2. Luxembourg delegation: Prospecting programme at the Avignon OFF / Edinburgh Festival Fringe

Kultur | lx is organising a prospecting programme for a delegation of professionals from Luxembourg with a dedicated programme. Kultur | lx shall support—through the Support for prospecting, research and career development—freelance artists and professionals.

The delegation is limited to 5 members for each festival. The selection shall be made by the Performing Arts Selection Committee on the basis of the objectives clearly identified by the applicants.

The deadline for submitting applications is midnight on Sunday 1 September 2024.

Criteria
  • Clear connection between the artist/non-profit association with the Luxembourg cultural scene;
  • Artistic quality of the performance;
  • Evidence of a professional artistic team (producer, distribution officer, PR agency etc.);
  • Adaptability of the performance to the Festival OFF in Avignon / Edinburgh Fringe Festival (stage technical specifications, limited time for assembly and disassembly, limited storage options, limited lighting, time slots);
  • Accessibility of the performance for a French speaking (Avignon) / English-speaking (Edinburgh) audience;
  • International distribution strategy beyond attendance at the festival (before and after);
  • Investment by producer (financing, valuation of the industrial contribution, support).

  • Artistic CV and portfolio of the whole team;
  • Overview of strategic development plan for participation in the Avignon OFF and Edinburgh Festival Fringe;
  • Technical specifications;
  • Production budget for the performance (expenditure and income) in Avignon / Edinburgh, including preparation and follow up;
  • High-quality audio and video recording. If the performance has not been created yet, a detailed file outlining all of the creation stages must be included. The performance must have been created before the Avignon OFF or Edinburgh Festival Fringe. The premiere must not be performed at either of the festivals;
  • Any additional information that supports your application.

Scales and conditions for eligible costs
  • Travel: return trip within Europe:
    Train travel should be preferred. Travel in second class (train) or economy class (plane) shall be reimbursed.
    Travel by car shall only be reimbursed—at a rate of €0.30 per kilometre and toll charges—if it is the only solution possible.
  • Accommodation:
    • Avignon, maximum of €90 per night per person;
    • Edinburgh, maximum of €110 per night per person.
  • Fees for technical and artistic teams in line with the minimum rates approved by ASPRO and THEATER FEDERATIOUN: download recommended rates (in French).
  • Daily subsistence allowance (per diem):
    €30 per day per person on days worked. €15 per day per person on travel days.
    Days off are not included.
  • Marketing costs: total maximum amount of €6,000.
  • Re-run costs for a work that has already been created but been suspended for a significant period of time (12 months since the last performance). One or more actors may be changed for a rerun.
    Costs covered include rehearsal fees in line with the minimum rates approved by ASPRO and the THEATER FEDERATIOUN and rental of rehearsal space. The support will cover a maximum of 5 working days.
Obligations for the artistic team
  • The entire artistic team shall undertake to be available for the entirety of the Avignon OFF / Edinburgh Festival Fringe and for a potential tour during seasons thereafter. In the event of unavailability for the duration of the festival, a reason must be provided for not participating for a limited period of time;
  • The artistic team shall ensure that the rights for the show are available for the duration of the festival and any potential tour abroad;
  • By submitting an expression of interest, the artistic team declares that the information provided is accurate and complete. It grants all members of the Committee access to personal data about its members;
  • It authorises the direction of Kultur | lx to verify the accuracy of all information contained in the application. In the event that any information provided is inaccurate, the artistic team understands that Kultur | lx reserves the right to reject its application;
  • The artistic team shall be available for meetings, preparatory meetings, and for a review with the Kultur | lx teams.
Kultur | lx liability

Kultur | lx guarantees the artistic freedom of the applicants.

Health and wellbeing

Bringing together over hundreds of programmers and producers, the Avignon OFF and Edinburgh Festival Fringe are unique platforms for raising the profile of artists and their productions. The experience, however, represents a significant financial cost and personal investment before, during and after the festivals. Performing and promoting a production every day for several weeks, alongside thousands of other shows, in an unfamiliar international environment, may represent a risk to the physical and mental health of participants and must be given serious consideration by potential applicants.

Following the first edition in March 2023, Kultur lx – Arts Council Luxembourg, in partnership with producing venues and companies in the country, will coordinate a second national Luxembourg Performing arts Focus, for international professionals, from Wednesday 6 to Friday 8 November 2024. This second Focus will include a programme of shows, work-in-progress, pitches and networking events. It will be a highlight in 2024 in terms of raising the international profile of Luxembourg professionals and productions.

Kultur | lx is therefore launching a call for proposals for the programme of the Focus Performing Arts in Luxembourg 2024.

Eligibility

Performing arts producers:

  • Artists;
  • A.s.b.l/non-profits;
  • Cultural institutions.

Holding Luxembourg nationality or registered in Luxembourg.

For a Luxembourg production: a production mainly funded from Luxembourg and created by an artist holding Luxembourg nationality or based in Luxembourg (director, choreographer, author, etc.).

The selection is open to shows of all performing arts disciplines. Applications may be made in three categories:

  • Show planned in the applicant institution’s programme during the Focus period (new creation or rerun);
  • Show in creation (work-in-progress) at the time of the Focus;
  • Show/project in development at the time of the Focus.

The deadline for submitting applications is at midnight on Thursday 29 February 2024.

  • Full length performance (programmed show);
  • Presentation of work-in-progress (show in creation);

All applications must be submitted using the online form. No documents will be accepted by e-mail.

Jury

An independent jury will select the projects on the basis of the criteria set out in this call. Kultur | lx reserves the right not to submit incomplete projects to the jury.

The jury is made-up with:

  • Vesna Andonovic (Head of the Department for Artistic Creation and Promotion, Dance, Audiovisual and Digital Arts Unit, Ministry of Culture);
  • Sascha Dahm and Andrea Primm (President and Executive Director of THEATER FEDERATIOUN);
  • Bek Berger (Independent producer);
  • Kristina Svickienė (Artistic Director of the Vilnius International Theatre Festival, Sirenos);
  • Victor Mayot (Head of the Performing Arts Department at Kultur | lx – Arts Council Luxembourg).

The jury’s decision is final.

Full length performance

The proposals for shows planned in the programme of the venues may only be submitted by the programming venues.
The shows can be new creations or rerun of shows created in the last 5 years.
The costs of performing the shows will be covered by the host venues.

Work-in-progress

Work-in-progress proposals may be submitted by any producer (artist; a.s.b.l/non-profit; cultural institution) only with the commitment of a venue (theatre, cultural centre or other scenic space) to host the presentation.

The presentation of the work-in-progress should last between 5 and 30 minutes, excluding the Q&A with the Focus guests.

The venues must cover the technical costs. Expenses for the artistic teams – directors, choreographers, performers – will be paid for up to 3 people by Kultur | lx as follows:

  • Fee of €220 excluding VAT per member of the artistic team;
  • Accommodation for up to 2 nights at a maximum rate of €140 per night per person;
  • Travel within Europe to a maximum value of €300 per person.
Pitch session

Pitch proposals may be submitted by independent artist, a.s.b.l. and cultural institutions.

The pitch session is a space for sharing ideas of any type, receive feedback and find potential partners among the international guests of the focus. From unique working structures to new models of good practices, applications are open beyond creation projects.

The duration of the pitch must not exceed 20 minutes, including the Q&A with Focus guests.
Kultur | lx will cover the following expenses for one person per project and only for the independent artists or companies selected:

  • Fee of €100 excluding VAT;
  • Accommodation for up to 2 nights at a maximum rate of €140 per night;
  • Travel within Europe to a maximum value of €300.

Each applicant is free to submit multiple proposals for each programme category.

Applications will be reviewed and selected by a jury.

Criteria
  • Link between the artist/A.s.b.l./non-profit and the Luxembourg cultural scene;
  • Artistic quality of the show/project;
  • Relevance of the topics addressed by the performance;
  • Potential for international touring and/or cooperation;
  • Accessibility to an international audience (non-verbal form, text available in English, contextualisation, etc.);
  • Understanding of the issues and objectives of a presentation in an international environment.

  • Short presentation of international challenges (priority target countries, envisaged cooperation partners, list of existing or new contacts to activate).

For shows in the programme:

  • Brief presentation of the show;
  • Recording of the complete show;

  • Any additional information that may support the application.

For work-in-progress:

  • Brief presentation of the show;
  • Artistic statement;
  • Any additional information that may support the application.

For projects to pitch:

Obligations of the candidates

Applicants guarantee their availability in Luxembourg for the entire duration of the Focus Performing arts 2024.

Applicants guarantee to have the rights of reproduction in Luxembourg of the show submitted for proposal.

By submitting their proposals, applicants declare that the information provided is true and complete. The candidates grant all jury members consent to have access to their personal information. The candidates authorise Kultur | lx to verify the accuracy of all information relating to the application. In the event that certain information provided is inaccurate, applicants understand that Kultur | lx retains the right to exclude their application.

Candidates, once their proposal has been selected, will commit to being available for preparatory meetings with the Kultur | lx team.

The call for proposals was written in collaboration with : ASSITEJ Luxembourg; Mierscher Kulturhaus; Rotondes; THEATER FEDERATIOUN; Théâtre du Centaure; Théâtre National du Luxembourg; TRIFOLION Echternach; TROIS C-L – Centre de Création Chorégraphique Luxembourgeois.

To better support Luxembourg’s dancers and choreographers, Kultur | lx – Arts Council Luxembourg, the Théâtres de la Ville de Luxembourg and TROIS C-L – Centre de Création Chorégraphique Luxembourgeois will award a grant to a creative team based in Luxembourg to develop a dance project.

This grant shall run over two years (2024 + 2025) and will support all aspects of the creative process: project development, promotion and international networking. The grant will offer direct financial support for the production as well as support through international platforms and funding for the development phase. It will also include residencies at the Lyon National Dance Centre and the Le Gymnase CDCN in Roubaix.

This initiative aims to offer the recipient the opportunity to develop a project with international reach in its entirety over a two-year period. The project will receive financial support and dedicated guidance from the three partners at all stages of the development process. It will also include financial and in-kind support from third parties.

Eligibility

The grant shall be awarded following a call for applications from dance companies registered as non-profits (a.s.b.l.) in Luxembourg that can demonstrate significant professional experience, involvement in Luxembourg’s art and cultural scene, and the potential to develop on the international scene. They shall present a strategic plan to fund, create and distribute the specific project presented.

If the applicants already receive structuring aid for established dance companies from Luxembourg’s Ministry of Culture, it shall be considered an advantage.

All applications must be submitted using the online application form. Documents must not be sent by post.

Exclusions and restrictions

Applicants awarded the grant to develop a choreography project shall not be eligible for other support or programmes funded by Kultur | lx during the project period, with the exception of distribution of other works.

The grant holder shall not be permitted to apply for the subsequent round of funding.

The grant holder shall not be eligible for other residency exchange programmes run by TROIS C-L for the same project during the period of the grant.

Decision process

Applications shall be assessed and selected by an international jury made up of representatives from the funding partners who will select the winner. The jury’s decision is final. The jury may decide not to award the grant if it does not deem any of the applications submitted to be suitable.

  • Project has clearly identified objectives;
  • Long-term career strategy;
  • Two-year project development plan;
  • Potential for international distribution (artistic quality, relevance of proposal, technical conditions);

  • Quality of business plan and diversity of funding sources with financial investment or in-kind support from other national and international partners;

Eligible expenses

This list is not exhaustive:

  • Costs connected with research and creation residencies (e.g. transport, accommodation, residency fees, technical staff costs, per diem, visas);
  • Communications costs (visuals, press pack, online presence);
  • Costs connected with professional events to promote the project (e.g. festivals, fairs, exhibitions, conferences, workshops, master classes, transport, accommodation, accreditation, per diem);
  • Fees for non-artist staff (administration, production and/or distribution manager);
  • Invitation of professionals to different stages of the process (transport, accommodation);
  • Production costs (set design, costumes, artistic and technical team fees).
Ineligible expenses
  • Dance company operating costs;
  • Promotion and communications for the company’s other productions beyond the project supported.
Contractual and financial conditions

The grant holder shall receive:

  • From Kultur | lx – Arts Council Luxembourg :
    • A lump sum of €25,000 split equally over two years to cover project development costs not linked to the production itself (promotion, participation in professional events, fees for non-artistic staff, invitations to professionals etc.);
    • Support in the form of guidance to develop the project and promotion via Kultur | lx’s platforms of activity (Tanzmesse, Focus, Off Avignon, etc.).
  • From Théâtres de la Ville de Luxembourg :
    • Financial support to the value of €25,000 to cover production costs until the full dress rehearsal for the new work;
    • Support from the industry for a 10-day technical residency to complete the new work from the end of October to the start of November 2025 (access to an equipped studio and technicians, accommodation for up to 5 people, travel costs);
    • Acquisition of the rights to the premiere in Luxembourg at the end of the technical residency at the Grand Théâtre Studio. The premiere and all other additional performances in the Théâtres de la Ville de Luxembourg shall be subject to a separate rights agreement without an exclusivity clause for Luxembourg.
  • From TROIS C-L – Centre de Création Chorégraphique Luxembourgeois :
    • Financial support to the value of €20,000 to cover residency costs with partners (travel costs, accommodation, fees, per diem);
    • Hosting at TROIS C-L of different stages of work on the project, including an outside perspective on the work and public performances as part of 3 at TROIS.
  • From the Lyon National Dance Centre :
    • An experimentation residency in June 2024 at the Lyon National Dance Centre for up to 5 people, including financial support to the value of €1,800;
    • This residence will be covered by a separate agreement.
  • From Le Gymnase CDCN in Roubaix
    • A residency including use of a studio and accommodation for up to 4 people for 2 weeks leading to an end-of residency performance;
    • This residency shall be covered by a separate agreement.

Obligations and terms of payment

The grant holder undertakes to:

  • Follow the support programme approved by the partners at the start of the project;
  • Inform the partners about the stages of development of the project and provide all information necessary for communications and promotion in good time (visuals, texts, videos, performance dates etc.);
  • Submit detailed reports mid-way through the project and at the end of the project and provide proof of payment of invoices;
  • Act as the executive producer and guarantee financial, artistic and operational management of the project;
  • Comply in full with all obligations required under the legislation governing the activity in question (tax, social, copyright, related rights etc.);
  • The terms of payment shall be defined in a contract sent to the grant holder by each of the partners;

In the run-up to Internationale tanzmesse nrw – due to be held in Düsseldorf. From 28 to 31 August 2024 – Kultur | lx and TROIS C-L have teamed through the « Dance from Luxembourg » programme to launch a call for applications from choreographers based in Luxembourg who would like to take part in the event.

After attending internationale tanzmesse nrw several times, « Dance from Luxembourg » is keen to include a new generation of choreographers in this major contemporary dance event in Europe next year.

Created in 1994, Internationale tanzmesse (ITM) takes place every two years in Düsseldorf. The international dance platform is an unmissable event for international contemporary dance professionals and a unique meeting place for choreographers, dancers, producers and programmers. The event also offers artists and companies selected from across the world the chance to present their work.

  • Have participated in the « Dance from Luxembourg » programme a maximum of two times;

Requirements of Applicants
  • Availability from 29 to 31 August 2024 to attend Internationale tanzmesse nrw in Düsseldorf;
  • Active contribution to preparations for Internationale tanzmesse nrw in Düsseldorf before, during and after the event;
  • Agree to submit an application to Internationale tanzmesse nrw to present a performance, open studio or pitch as part of the official programme.
Commitment by the Partners
  • Cover travel, accomodation and per diem costs for the choreographer and one member of their team (production, distribution, administration or communications manager) for the duration of Internationale tanzmesse nrw;
  • Provide support before, during and after Internationale tanzmesse nrw.

GLEN (Great Little European Network) connects the smallest countries of Europe through common networking and training programmes with the objective to contribute to designing more meaningful practices and more sustainable performing arts sectors in the concerned countries, interconnecting them and taking a prominent place on the international scene.
The network aims to be an incubator for those who, while benefiting from a local anchorage, ambition to develop their practice internationally.

The Project partners led by Kanuti Gildi SAAL has received network funding from the Nordic-Baltic Mobility Programme for Culture to establish GLEN – Great Little European Network.

For its first year of existence, from September 2023 to June 2024, GLEN will implement three schemes of activities:

– Networking events :
o In Riga (Latvia) from 1st to 4th of November;
o In Tartu (Estonia) in early May 2024;
o In addition the grantee could request support to attend the IETM Caravan in the frame of the Kosovo Showcase from 24th to 29th October.

– Critical friendships : peer matching across partner countries with other grantees or third professionals to provide mutual support and understanding of each other’s context;

– Webinars : addressing the specificities of producing and distributing in small countries and advising on how to develop internationally from there.

The applicant will provide, through Kultur |lx‘s online support application platform, the following information in English:

  • ID and certificate of residence;
  • Artistic CV;
  • A letter introducing the motivation to join a network and work with the partner countries;
  • A letter stating how critical friendship could help the applicant’s work;
  • A short presentation of the applicant’s current projects.

Applications will be reviewed and the grantee selected by the representatives of the partner organisations of GLEN. The decision is final.

Applications must be submitted before 18th June 2023 midnight CET through Kultur |lx‘s online support application platform.

  • Interest in working in with peers from the countries of GLEN.
Amount of the Grant and Eligible expenses
  • Kultur | lx and GLEN will directly cover travel expenses, accommodation and per diem costs in the frame of the networking events;
  • Travel, accommodation and per diem costs in the frame of the IETM Caravan/Kosovo Showcase organised by ODA Theatre can be covered in extra by Kultur | lx;
  • The grantee will receive a lump sum of 500 € which can be used to cover programme-related expenses not covered directly by Kultur | lx and GLEN. Eligible expenses include travel, accommodation, accreditation, fees, promotion;
  • The grantee remains eligible for other support programmes offered by Kultur | lx during the year of the programme.
Obligations
  • Participate in the two networking events;
  • Maintain a regular dialogue with the assigned critical friend;
  • Follow GLEN webinars as much as possible;
  • Submit a report at the end of the project in June 2024;
  • Include the names and logos of the GLEN funders on all project-related communication materials.

The contribution to translation costs aims to pay for the growth and distribution of Luxembourg’s literary heritage by supporting foreign publishers and foreign professional theatrical structures (venues, producers) in the translation of Luxembourg literature.

Eligibility

This support is intended for :

  • Foreign Professional publishers (commercial companies or non-profit)
    The contribution to translation costs is aimed at translation projects into foreign languages of a literary work already published by a Luxembourgish author or an author residing in Luxembourg.
  • To foreign professional theatrical entities (venues, producers) for the translation of a dramatic text with the intention of its presentation as a reading and/or performance to an audience outside Luxembourg.

All foreign languages are eligible, provided there is a sufficiently large readership in the target language and a distribution of the translated text.

The eligible literary genres are:

  • Literary anthology;
  • Biography;
  • Comics and graphic novels;
  • Drama;
  • Literary essay;
  • Children’s and youth literature;
  • Poetry;

Priority is given to contemporary literature published within the last 15 years by living authors.

Exclusion and restrictions

The financial support is not intended for:

  • Individuals;
  • Municipalities and associations of municipalities;
  • Schools;
  • Charities.

Kultur | lx’s contribution to publishing costs shall not be granted for the following publishing projects:

  • Intended to raise funds for charity;
  • Self-published or self-financed;

The translation support cannot be combined with the publishing support. Project holder may not submit more than 4 applications per year.

Applications are assessed by the Literature and Publishing Selection committee.

Applications for funding shall be submitted electronically via the Kultur | lx – Arts Council Luxembourg platform no later than two months before the start of the project and by the deadline for project proposals.

Criteria
  • Cultural added value, i.e. positive impact for the author and/or publisher;
  • Economic and business viability of the publishing project, i.e. whether the professional quality of the distribution of the published work is guaranteed (selling price, target audience, editorial situation in the publisher’s country, distribution network, promotional campaigns, literary editorial programme of the publishing house);
  • Providing evidence of at least one public performance abroad of the translated play in the case of an application from a foreign theatre company;
  • Literary quality of the work to be translated, evidenced by critical and public reception, and potentially by literary prizes and other recognitions;
  • Professional experience of the translator, assessed on the basis of his/her curriculum vitae and publications, which will provide information on his/her experience, the genres and authors previously translated, the reputation of the authors and publishing houses, as well as relations with cultural figures or institutions.
Eligible expenses and amount of the grant

The support takes the form of full or partial reimbursement of the costs for translating a book.
Only costs that have been agreed in writing by Kultur | lx shall be reimbursed.

Total financial support is calculated in accordance with eligible costs using criteria laid down in the critera article and the Kultur | lx – Arts Council Luxembourg Guidelines (Our guidelines) within the limits of available funds.

Terms of payment

Payment of the support shall be made:

  • Upon receipt of 5 copies of the subsidised translation after publication, together with an invoice for the translation, made out to Kultur | lx (5-7, rue de l’Alzette, L-4011 Esch-sur-Alzette, Luxembourg), signed by the publisher and countersigned by the translator;
  • For online editions: proof of publication and distribution of the work on the online platform;
  • In the case of a translation of a dramatic text for public performance: proof of the public event (online and/or printed programme) and a PDF of the translation;
  • After checking the note indicating that Kultur | lx supports the publication.

The financial support granted by Kultur | lx shall be void if the project for which the support was granted is not completed within the period set by the institution at the time the support was granted. The same applies if one of the terms for granting the support is no longer met or if the support was granted on the basis of incorrect or incomplete facts.

The invalidity of the granted financial support shall make Kultur | lx entitled to receive the refund of the payment(s) already made. On an exceptional basis, the institution may waive the refund upon notification of a specially reasoned written request setting out the reasons beyond the control of the support beneficiary for the failure to carry out the project and their direct causal link with it.

Required documentations
  • The publishing house’s catalogue of publications;
  • A detailed provisional budget for the translation project, indicating the translation price per word and the number of words of the work to be translated;
  • A copy of the signed agreement between the publisher and the translator;
  • A copy of the signed agreement by the translation rights holder;
  • A copy of the signed agreement by the author allowing the translation of his/her work;
  • A curriculum vitae and a list of publications of the translator and, if applicable, of the reviser of the translation;
  • A scanned copy of the cover of the original edition;
  • A copy of the letters of engagement from the theatres and/or festivals inviting the show whose text is the subject of the translation.

The form may be completed in French or in English.

Only complete applications submitted by the deadline shall be processed. The absence of any supporting document in the applicant’s submission must be duly justified.

Obligations of the applicant

Once the support has been awarded, the applicant shall respect several conditions:

  • Mention “With the support of Kultur | lx – Arts Council Luxembourg” in the publication and copy the logo;
  • Inform Kultur | lx of any major changes in their situation (address, mandate, legal and administrative entity, etc.);
  • Provide Kultur | lx with any information or documents deemed necessary for the processing and follow-up of the file (change of publication date, cancellation of the project, etc.)

The beneficiary of the support must include the Kultur | lx logo on its communication materials, with the statement “With the support of Kultur | lx – Arts Council Luxembourg”.

In order to help facilitate scouting of Luxembourgish talent, Kultur | lx helps organisations who want to invite foreign professionals to events and exhibitions. The goal of this scouting is to increase recognition of Luxembourg creatives and productions, facilitate access to the artists, raise awareness, and enhance their impact.
Kultur | lx also directly supports international professionals in their request to travel to Luxembourg to meet luxembourg artists.

Eligibility

This support is intended for:

  • Individuals (programmers, curators);
  • Cultural institutions;
  • Non-profits/companies;
  • Private/public limited companies;
Exclusion and restrictions

Invitations (travel expenses) to foreign professionals must be linked to a programme specifically highlighting Luxembourg productions and/or artists.

Professionals’ normal travel as part of their working relationship with a Luxembourg institution are not eligible.

    Taxi costs may be covered if absolutely necessary (absence or deficiency of public transport, heavy load to be transported, etc.).
    Public transport are free in Luxembourg.
  • Accommodation
    Maximum amount for hotels: €140 per night and per person.

Kultur | lx aims to support the visibility and the recognition of the artists, the events and the actions implemented by the creators and professionals of Luxembourg with the media, the professionals and the international public. The aim of this support is to increase the visibility and recognition of the Luxembourgish creative sector through the media, those working in the sector, and audiences abroad. The applicant is able to hire a PR or marketing agency in order to promote their participation in exhibitions, trade shows, festivals or other events abroad. This support is also available for promoting new Luxembourgish productions or releases through international media and creative marketing channels.

However, some expenses, too significant to be advanced by the artist or the structure, may be invoiced directly to Kultur | lx on the basis of an estimate jointly accepted by the project initiator and Kultur | lx.

The award of the funding will be voided if the project in respect of which the funding was awarded does not take place by the deadline that the organisation set at the time when the funding was awarded. The same applies in the event that one of the conditions applicable to the award of the funding is no longer being met, or that the funding was awarded on the basis of inaccurate or incomplete information.

Should the funding be voided, the organisation will be entitled to reimbursement of any payments already made. This support is aimed at companies and organisations (galleries, publishers, associations, cultural institutions) that want to take part in international events, such as trade shows and professional fairs, and whose programme(s) will include one or more Luxembourish artists.

Eligibility

This support is intended for:

  • Private/public limited companies based in Luxembourg and abroad;
  • Galleries in Luxembourg and abroad;
  • Publishers in Luxembourg and abroad;
  • Luxembourg non-profits/companies;
  • Luxembourg cultural institutions.
Exclusion and restrictions

The Luxembourgish artist(s) must be central to the submitted proposal; their place in it will play a key role in the evaluation of the project. The support awarded must be focused on expenses relating directly to Luxembourgish artists.

Kultur | lx wishes to contribute to the influence and dissemination of work. Financial assistance for touring and circulation of productions is intended for Luxembourgish professionals in the cultural sector who wish to perform on tour, at festivals, showcases or present their work at exhibitions abroad.

Institutions abroad that wish to host a Luxembourgish production or artist can also benefit from this fund. In this case, Kultur | lx’s support should be considered only as a contribution towards part of the costs, which are to be shared with the host/inviting organisation.

A single application may be submitted for dates spaced out in time but relating to the same project.

With Luxembourg citizenship or residency in Luxembourg.

*Luxembourg production: a production mainly funded from Luxembourg / in which the lead partner is based in Luxembourg / of which the creator is has citizenship of or residency in Luxembourg (artist, director, choreographer, author, etc.).

Beneficiaries of the Global Project Grant for the year in question are not entitled to this support.

  • References of the targeted host organisation/event;
  • Project management and feasibility;
  • Quality of the budget and diversity of funding sources;
  • Ethical remuneration of artistic teams;
  • Clearly stated goals;
  • Added value for the career;
  • Sustainability: isolated events that have no prospects for exchanges, or that do not form part of a career-development or networking plan will not be selected.
Eligible expenses
  • Travel (train, plane, car, taxi, public transport);
  • Accommodation;
  • Per diem;
  • Logistic transportation costs (sets, artwork, backline, insurance), excluding packaging costs;
  • Technical costs (rental of additional equipment not available at the venue, presentation costs);
  • Visa fees;
  • Promotional fees related to the tour:
    • Press/PR costs (fees + postage costs);
    • Purchase of advertising space (print, radio, Web, professional publications, etc.);
    • Advertising and digital marketing (Google, Youtube, Facebook, Instagram, etc.);
  • Translation costs for overtitling (for theatre and opera productions);
  • Costs of reruns* (only for performing arts, as part of a tour abroad with at least three dates).

*Support for reruns
To receive support for reruns, applicants must demonstrate that new costs arise due to rehearsals and changes linked to distribution. They must draw up a work programme listing the rehearsals required for the rerun, additional costs and the tour dates.

Two scenarios apply:
1) Circulation of an existing work that has not been performed for a significant period of time (12 months since the last performance). One or more actors may be changed for a rerun.
2) Due to a force majeure, an actor needs to be replaced in order to complete the project (injury, illness, prior commitment to another show confirmed by the date on the contract).

For all applications, the project leader must present contracts with the international venues, including the cost of fees and the costs related to hosting the production. Priority shall be given to tours and performances with institutions and on platforms whose profile is likely to launch a new series of tour dates.

    Rehearsal fees, rental of rehearsal space. Support will be provided for a maximum of 5 days of work.
