To better support Luxembourg’s dancers and choreographers, Kultur | lx – Arts Council Luxembourg, the Théâtres de la Ville de Luxembourg and TROIS C-L – Centre de Création Chorégraphique Luxembourgeois will award a grant to a creative team based in Luxembourg to develop a dance project.

This grant shall run over two years (2024 + 2025) and will support all aspects of the creative process: project development, promotion and international networking. The grant will offer direct financial support for the production as well as support through international platforms and funding for the development phase. It will also include residencies at the Lyon National Dance Centre and the Le Gymnase CDCN in Roubaix.

This initiative aims to offer the recipient the opportunity to develop a project with international reach in its entirety over a two-year period. The project will receive financial support and dedicated guidance from the three partners at all stages of the development process. It will also include financial and in-kind support from third parties.

Eligibility

The grant shall be awarded following a call for applications from dance companies registered as non-profits (a.s.b.l.) in Luxembourg that can demonstrate significant professional experience, involvement in Luxembourg’s art and cultural scene, and the potential to develop on the international scene. They shall present a strategic plan to fund, create and distribute the specific project presented.

If the applicants already receive structuring aid for established dance companies from Luxembourg’s Ministry of Culture, it shall be considered an advantage.

All applications must be submitted using the online application form. Documents must not be sent by post.

Exclusions and restrictions

Applicants awarded the grant to develop a choreography project shall not be eligible for other support or programmes funded by Kultur | lx during the project period, with the exception of distribution of other works.

The grant holder shall not be permitted to apply for the subsequent round of funding.

The grant holder shall not be eligible for other residency exchange programmes run by TROIS C-L for the same project during the period of the grant.

Applications shall be assessed and selected by an international jury made up of representatives from the funding partners who will select the winner. The jury’s decision is final. The jury may decide not to award the grant if it does not deem any of the applications submitted to be suitable.

  • Project has clearly identified objectives;
  • Long-term career strategy;
  • Two-year project development plan;
  • Potential for international distribution (artistic quality, relevance of proposal, technical conditions);
  • A dedicated professional team (administration, production and/or distribution manager);
  • Quality of business plan and diversity of funding sources with financial investment or in-kind support from other national and international partners;
  • International tour experience.
Eligible expenses

This list is not exhaustive:

  • Costs connected with research and creation residencies (e.g. transport, accommodation, residency fees, technical staff costs, per diem, visas);
  • Communications costs (visuals, press pack, online presence);
  • Costs connected with professional events to promote the project (e.g. festivals, fairs, exhibitions, conferences, workshops, master classes, transport, accommodation, accreditation, per diem);
  • Fees for non-artist staff (administration, production and/or distribution manager);
  • Invitation of professionals to different stages of the process (transport, accommodation);
  • Production costs (set design, costumes, artistic and technical team fees).
Ineligible expenses
  • Dance company operating costs;
  • Promotion and communications for the company’s other productions beyond the project supported.
Contractual and financial conditions

The grant holder shall receive:

  • From Kultur | lx – Arts Council Luxembourg :
    • A lump sum of €25,000 split equally over two years to cover project development costs not linked to the production itself (promotion, participation in professional events, fees for non-artistic staff, invitations to professionals etc.);
    • Support in the form of guidance to develop the project and promotion via Kultur | lx’s platforms of activity (Tanzmesse, Focus, Off Avignon, etc.).
  • From Théâtres de la Ville de Luxembourg :
    • Financial support to the value of €25,000 to cover production costs until the full dress rehearsal for the new work;
    • Support from the industry for a 10-day technical residency to complete the new work from the end of October to the start of November 2025 (access to an equipped studio and technicians, accommodation for up to 5 people, travel costs);
    • Acquisition of the rights to the premiere in Luxembourg at the end of the technical residency at the Grand Théâtre Studio. The premiere and all other additional performances in the Théâtres de la Ville de Luxembourg shall be subject to a separate rights agreement without an exclusivity clause for Luxembourg.
  • From TROIS C-L – Centre de Création Chorégraphique Luxembourgeois :
    • Financial support to the value of €20,000 to cover residency costs with partners (travel costs, accommodation, fees, per diem);
    • Hosting at TROIS C-L of different stages of work on the project, including an outside perspective on the work and public performances as part of 3 at TROIS.
  • From the Lyon National Dance Centre :
    • An experimentation residency in June 2024 at the Lyon National Dance Centre for up to 5 people, including financial support to the value of €1,800;
    • This residence will be covered by a separate agreement.
  • From Le Gymnase CDCN in Roubaix
    • A residency including use of a studio and accommodation for up to 4 people for 2 weeks leading to an end-of residency performance;
    • This residency shall be covered by a separate agreement.

Obligations and terms of payment

The grant holder undertakes to:

  • Follow the support programme approved by the partners at the start of the project;
  • Inform the partners about the stages of development of the project and provide all information necessary for communications and promotion in good time (visuals, texts, videos, performance dates etc.);
  • Submit detailed reports mid-way through the project and at the end of the project and provide proof of payment of invoices;
  • Act as the executive producer and guarantee financial, artistic and operational management of the project;
  • Comply in full with all obligations required under the legislation governing the activity in question (tax, social, copyright, related rights etc.);
  • The terms of payment shall be defined in a contract sent to the grant holder by each of the partners;

GLEN (Great Little European Network) connects the smallest countries of Europe through common networking and training programmes with the objective to contribute to designing more meaningful practices and more sustainable performing arts sectors in the concerned countries, interconnecting them and taking a prominent place on the international scene.
The network aims to be an incubator for those who, while benefiting from a local anchorage, ambition to develop their practice internationally.

The Project partners led by Kanuti Gildi SAAL has received network funding from the Nordic-Baltic Mobility Programme for Culture to establish GLEN – Great Little European Network.

For its first year of existence, from September 2023 to June 2024, GLEN will implement three schemes of activities:

– Networking events :
o In Riga (Latvia) from 1st to 4th of November;
o In Tartu (Estonia) in early May 2024;
o In addition the grantee could request support to attend the IETM Caravan in the frame of the Kosovo Showcase from 24th to 29th October.

– Critical friendships : peer matching across partner countries with other grantees or third professionals to provide mutual support and understanding of each other’s context;

– Webinars : addressing the specificities of producing and distributing in small countries and advising on how to develop internationally from there.

The applicant will provide, through Kultur |lx‘s online support application platform, the following information in English:

  • ID and certificate of residence;
  • Artistic CV;
  • A letter introducing the motivation to join a network and work with the partner countries;
  • A letter stating how critical friendship could help the applicant’s work;
  • A short presentation of the applicant’s current projects.

Applications will be reviewed and the grantee selected by the representatives of the partner organisations of GLEN. The decision is final.

Applications must be submitted before 18th June 2023 midnight CET through Kultur |lx‘s online support application platform.

Amount of the Grant and Eligible expenses
  • Kultur | lx and GLEN will directly cover travel expenses, accommodation and per diem costs in the frame of the networking events;
  • Travel, accommodation and per diem costs in the frame of the IETM Caravan/Kosovo Showcase organised by ODA Theatre can be covered in extra by Kultur | lx;
  • The grantee will receive a lump sum of 500 € which can be used to cover programme-related expenses not covered directly by Kultur | lx and GLEN. Eligible expenses include travel, accommodation, accreditation, fees, promotion;
  • The grantee remains eligible for other support programmes offered by Kultur | lx during the year of the programme.
Obligations
  • Participate in the two networking events;
  • Maintain a regular dialogue with the assigned critical friend;
  • Follow GLEN webinars as much as possible;
  • Submit a report at the end of the project in June 2024;
  • Include the names and logos of the GLEN funders on all project-related communication materials.

Kultur | lx – Arts Council Luxembourg, in response to a request from professionals of the music industry, is launching a pilot grant dedicated to supporting managers who work alongside artists to develop their careers and constitute an important support for the artist’s entourage. This pilot grant has been designed as a two-year grant and offers managers the chance to increase the depth of their professional network and development while aiding them in their pursuit to work more closely with Luxembourgish artists locally and abroad. One of the aims of this grant is to allow managers to build dedicated relationships with the artists in order to further develop their careers (day-to-day activities, negotiating contracts, booking gigs, strategising long term goals, etc.).

For its part, Kultur | lx is committed to accompanying the laureates and has built a mentoring programme with international professionals who will be able to guide the laureates throughout the various stages of this grant. Mentors will come from a variety of backgrounds and countries, specifically within the management sector, and available for bi-monthly consultations with the laureates. In addition, the two laureates will automatically be included in any local or international training initiatives (i.e. educational, workshops, networking events, etc.) brought forth by Kultur | lx. Beneficiaries of the Artist Management Programme will also receive an additional stipend in order to attend up to two international conferences per calendar year.

  • Working with at least one Luxembourgish artist with a strong export strategy; ideally managers working with artists eligible for Kultur | lx’s support will be favoured.

  • Full or part-time music professional. 
  • Must have a contractual relationship with a Luxembourgish artist; and/or business permit; and/or Asbl, Sarl, Independent status, etc.
  • Relevance of their long-term career strategy;
  • Having an international network is a plus (agents, bookers, labels, etc.);

  • Personal career development (business meetings, time spent attending conferences and trade events, workshops, etc.).

Amount of the grant

The total amount of the grant is capped at €10,000 / year over a two-year period.

Obligations and terms of payment

The manager undertakes to:

  • Pursue weekly work with their core (Luxembourgish) artists;
  • Follow, as much as possible, the guidelines and initiatives set out as part of this grant and to inform Kultur | lx of any changes necessary to properly put that project into effect;
  • Take part in a bi-monthly mentoring program with international music managers;
  • Participate in at least two international conferences per calendar year (for example : Reeperbahn Festival, jazzahead!, IAMA, Eurosonic Noorderslag, Europe Jazz Conference, Classical:NEXT, WOMEX, etc). An €800 maximum per conference envelope will be granted for up to two events per calendar year;
  • Submit a quarterly report on their activities and projects;
  • Submit a detailed report at the end of each year, including a year end balance sheet (“bilan comptable”);
  • Strictly meet his/her statutory obligations (tax, social contributions, copyright, related rights, etc.);
  • Inform Kultur | lx of upcoming events (conferences, workshops, etc) and initiatives with his/her artists roster and provide everything required for publicising and promoting them in good time (images, texts, videos, concert dates, etc.);
  • Maintain a regular dialogue with Kultur | lx on your progress throughout the year.

Terms and conditions for payment of the grant (per calendar year):

    • Instalment 1, October 2022 – €5.000 when the agreement is signed;
    • Instalment 2, €5.000 after the first six months and following a mid-term report;
    • Instalment 3, €5.000 for year two, only following a report including detailed activities and a final financial report written and submitted from year one;
  • If a year-one report has not been provided, laureates will not be eligible to receive funding for the second year of this grant.
    • Instalment 4, €5.000 six months later, plus a final year two report in October 2024 at the end of the 2 year Artist Management Programme;
  • The laureate will need to hand in a final year two report in October at the end of the 2 year Artist Management Programme. If the final report has not been provided, the organisation will be entitled to ask for a full or partial reimbursement of the grant. 

The award of the funding will be voided if one of the obligations applicable to the grant are no longer met, or that the funding was awarded on the basis of inaccurate or incomplete information.

Should the funding be voided, the organisation will be entitled to reimbursement of any payments already made. The organisation may, on an exceptional basis, waive its right to reimbursement upon the submission of a written request setting out the reasons, which must be outside the control of the beneficiary of the funding, why the project did not take place and their direct causal link with the fact that it did not take place.

Kultur | lx wishes to promote the internationalisation of Luxembourgish artists’ profiles and careers. This grant covers the membership in the IETM network and the expenses arising from the participation in its events over a period of three years.

The IETM International Network for Contemporary Performing Arts is a network representing over 500 organisations and individual professionals, from independent artists to public cultural agencies, theatres and festivals, working in the performing arts industry in all disciplines around the world. The IETM holds two plenary meetings a year in European cities, which include conferences and debates, pitching and networking sessions, and an artistic programme. It also holds smaller meetings around the world on specific themes or geographical areas. Participating in the IETM is an opportunity for performing arts professionals to develop international contacts and deepen their understanding of the challenges facing the industry.

Kultur | lx awards three grants every three years.

Eligible expenses are dedicated to the artist/company members joining the network.

  • Travel expenses (within the framework of a network event);

  • Covid test fees (within the framework of a network event);
Amount of the grant

Reimbursement of up to 80% of eligible expenses. The total amount of aid is limited to €2,000 per year. However, when justified by the nature or scope of the project, the Coordinators reserve the right in accordance with the selection committee to exceed that amount on an exceptional basis.

Obligations and terms of payment

The artist shall:

  • Participate in at least one physical IETM event per year, except in case of force majeure;
  • Participate in preparatory meetings with the Kultur | lx coordination;
  • Submit an interim report each year and a detailed final report at the end of the project;
  • Provide all proof of payment and invoices;
  • Payment of the grant is made after each trip upon submission of the invoices and the report.

Continuing the initiative founded by music:LX in 2020, Kultur | lx is taking over and expanding the Global Project Grant. This grant, available to artists in the Luxembourgish music scene, offers them the chance of setting out and proposing a project that will enable them to kick-start their career development, promotion and marketing, participation in tours, involvement in international workshops/conferences, and to increase the depth of their compositional work.

This initiative is intended to add value to the project and to encourage artists and their teams to plan their strategy one year ahead, with a dedicated budget. For its part, Kultur | lx is committed to accompanying the laureates in all stages of the project.

  • Quality of the budget and diversity of funding sources;
  • Financial investment from other partners and/or private entities amounting to at least 20% of the total grant.

Including, but not limited to:

  • Tours (transport, accommodation, technical team costs, per diem, visas, etc.);
  • Promotion and marketing (press-agency services, community management, creation of promotional material linked to the project, purchase of advertising space, etc.);
  • Composition skills development (services of producers/composers, workshop-registration fees, masterclasses, song-writing, etc.);
  • Career development (management services, business trips, registration fees for conferences/showcases/trade shows, expenses of visiting professionals, etc.).
Ineligible expenses
  • Pressing of CDs/vinyl records;
  • Production of merchandising;
  • Production of music videos;
  • Studio time;
  • Artist’s website.

All other costs related to the artistic and production phase.

Amount of the grant

The total amount of the grant is capped at €25,000. The amount ultimately awarded will depend on how well the criteria are met.

Obligations and terms of payment

The artist undertakes to:

  • Follow, as far as possible, the submitted project, and to inform Kultur | lx of any changes necessary to properly put that project into effect;
  • Submit a mid-term report on the project;
  • Submit a detailed report at the end of the project and provide full evidence of payment and invoices;
  • Strictly meet his/her statutory obligations (tax, social contributions, copyright, related rights, etc.);
  • Inform Kultur | lx of upcoming events and provide everything required for publicising and promoting them in due time (images, texts, videos, concert dates, etc.);
  • Maintain a regular dialogue with Kultur | lx sur on the project’s progress.

Terms and conditions for payment of the grant:

  • Instalment 1 – 50% of the total when the contract is signed;
  • Instalment 2 – 25% of the total at the mid-point of the period set for the project;
  • Instalment 3 – 25% of the total after receipt of the detailed final activity and financial report.

The award of the funding will be voided if the project in respect of which the funding was awarded does not take place by the deadline that the organisation set at the time when the funding was awarded. The same applies in the event that one of the conditions applicable to the award of the funding is no longer being met, or that the funding was awarded on the basis of inaccurate or incomplete information.

Should the funding be voided, the organisation will be entitled to reimbursement of any payments already made. The organisation may, on an exceptional basis, waive its right to reimbursement upon the submission of a written request setting out the reasons, which must be outside the control of the beneficiary of the funding, why the project did not take place and their direct causal link with the fact that it did not take place.

Mention of Kultur | lx

The beneficiary of the grant must include the Kultur | lx logo on all project-related communication materials, with the statement “With the support of Kultur | lx – Arts Council Luxembourg”.
