This support has been designed to facilitate international mobility with the goal to acquire knowledge or specific expertise. Recipients may be awarded funding for the purpose of networking (attending festivals, trade shows, exhibitions, auditions, meetings with the media or with those working in the sector); of training to complement initial training (conferences, workshops, master classes, or mentoring); or of specialisation (specialist training courses, internships, residency, or song-writing camps). Applications from students will not be accepted.

Exclusion and restrictions

Beneficiaries of the Global Project Grant and of the Choreographic Project Grant: Expedition for the year in question are not entitled to this support.

For beneficiaries of the Artist Management Programme, a maximum of €800 per international conference will be granted with a maximum of two events per calendar year.

The support does not cover initial or continuing training at conservatories, art or architecture schools, or university courses (initial or continuing).

The support is not retroactive.

Decision process

Decisions to approve, reject, or defer a funding application are taken by an internal comittee or external selection committee for amounts above €10,000.

Applications for funding shall be submitted electronically via the Kultur | lx – Arts Council Luxembourg platform.

The deadlines for submission of projects for the year 2024 are set as follows:

The internal and selection committees have a period of three weeks to decide on the application from the deadline for submission (see deadlines above). The submitted project may not start before the end of the deadline for response.

Submission on 21 March. Response by 11 April. Project cannot start before 12 April.
Submission on 25 April. Response by 16 May. Project cannot start before 17 May.

Please note: 
An application submitted between 22 March (i.e. after the 20 March deadline) and 25 April will be processed with the 25 April submission, so the project cannot start before 17 May, as in the above example.

Criteria
  • Relevance of the targeted event/platform/training programme;
  • Clearly identifiable objectives;
  • Benefit for the career/education of the person in question with the aim of acquiring additional skills;
  • Quality of the budget and diversity of funding sources;
  • For attendance at trade shows and exhibitions, the availability of a professional entourage is an advantage;
  • Sustainability: the need to travel must be demonstrated and must form part of a career- or network-development approach. It will be necessary to check that the resources required to achieve the desired result cannot be found in Luxembourg.

Rates and condition for eligible expenses
  • Travel
    Travel should be by train where possible. Second-class tickets will be reimbursed, as will economy-class plane tickets.
    Travel by car will only be covered – at a rate of €0.30 per kilometre plus any applicable tolls and any parking charges – if that is the only possible solution.
    Taxi costs may be covered if absolutely necessary (absence or deficiency of public transport, heavy load to be transported, etc.).
    Public transport costs with proof of payment.
  • Accommodation
    Maximum amount for hotels: €140 per night and per person. That sum might be re-evaluated for certain countries/cities, or if it is impossible to find accommodation at that price.
  • Per diem
    Per diem: 30 euro per day, per person, per working day. 15 euro per day, per person, per day of travel.
  • Flat rate expenses allowance
    600 euros / week (the granting of a flat rate expenses allowance replaces the per diem).
Amount of the support

Total financial support is calculated in accordance with eligible costs using criteria laid down in the critera article and the Kultur | lx – Arts Council Luxembourg Guidelines (Our guidelines) within the limits of available funds.

Terms of payment

The support will be paid on submission of invoices and a report no later than 3 months after the end of the project. Without the final breakdown of expenses, the Directors of Kultur | lx may block payment of the support.

The award of the funding will be voided if the project in respect of which the funding was awarded does not take place by the deadline that the organisation set at the time when the funding was awarded. The same applies in the event that one of the conditions applicable to the award of the funding is no longer being met, or that the funding was awarded on the basis of inaccurate or incomplete information.

Should the funding be voided, the organisation will be entitled to reimbursement of any payments already made. The organisation may, on an exceptional basis, waive its right to reimbursement upon the submission of a written request setting out the reasons, which must be outside the control of the beneficiary of the funding, why the project did not take place and their direct causal link with the fact that it did not take place.

Mention of Kultur | lx

The beneficiary of the support must include the Kultur | lx logo on its communication materials, with the statement “With the support of Kultur | lx – Arts Council Luxembourg”.

Kultur | lx wishes to promote the internationalisation of Luxembourgish artists’ profiles and careers. This grant covers the membership in the IETM network and the expenses arising from the participation in its events over a period of three years.

The IETM International Network for Contemporary Performing Arts is a network representing over 500 organisations and individual professionals, from independent artists to public cultural agencies, theatres and festivals, working in the performing arts industry in all disciplines around the world. The IETM holds two plenary meetings a year in European cities, which include conferences and debates, pitching and networking sessions, and an artistic programme. It also holds smaller meetings around the world on specific themes or geographical areas. Participating in the IETM is an opportunity for performing arts professionals to develop international contacts and deepen their understanding of the challenges facing the industry.

Applications shall be reviewed and selected by the Selection committee Performing Arts, which will assign the grant holder(s). The Committee’s decision is final. The Committee may decide not to award a grant if it considers that the submissions do not justify the award.

Kultur | lx awards three grants every three years.

  • Ties of the artist/the A.s.b.l. to the Luxembourg cultural scene;

Eligible expenses

Eligible expenses are dedicated to the artist/company members joining the network.

  • Network membership fees;
  • Travel expenses (within the framework of a network event);
  • Accommodation (within the framework of a network event);
  • Per diem (within the framework of a network event);
  • Visa fees (within the framework of a network event);
  • Covid test fees (within the framework of a network event);
Amount of the grant

Reimbursement of up to 80% of eligible expenses. The total amount of aid is limited to €2,000 per year. However, when justified by the nature or scope of the project, the Coordinators reserve the right in accordance with the selection committee to exceed that amount on an exceptional basis.

Obligations and terms of payment

The artist shall:

  • Participate in at least one physical IETM event per year, except in case of force majeure;
  • Participate in preparatory meetings with the Kultur | lx coordination;
  • Submit an interim report each year and a detailed final report at the end of the project;
  • Provide all proof of payment and invoices;
  • Payment of the grant is made after each trip upon submission of the invoices and the report.

Kultur | lx – Arts Council Luxembourg, in partnership with the Cité internationale des arts in Paris, offers a three-month research and creation residency based on a call for applications to artists of all disciplines of Luxembourg nationality or living in Luxembourg. This residency program aims to allow an artist, author, dancer, choreographer or musician to carry out a personal research and creation project. The project will preferably be carried out in conjunction with a partner institution, or a structure, or an artist, identified in Paris and its agglomeration. This stay, which is for the artist a privileged moment of reflection and creation, will contribute to the visibility of the Luxembourgish artistic scene in Paris.

The Cité internationale des arts is an artists’ residency in the heart of Paris that brings together creators and allows them to implement a production or research project in all disciplines. For periods of two months to a year, the Cité internationale des arts offers an environment conducive to creation, open to meetings with professionals from the cultural sector. Residents benefit from customized support from the Cité internationale des arts team. In the Marais (18 rue de l’Hôtel de Ville, 75004 Paris) or in Montmartre (24 rue Norvins, 75018 Paris), the residency also provides an opportunity to meet and dialogue with more than 300 artists and actors from the art world of all generations, all nationalities and all disciplines. In collaboration with its many partners, the Cité internationale des arts opens several thematic and/or project-based calls for applications throughout the year.

Eligibility

This residency program is open to Luxembourg artists or artists living in Luxembourg of all disciplines. The candidates must:

  • Be engaged in a professional practice (justify previous work and a significant professional background);
  • Speak French or English;
  • Be available during the residency period.

Residency terms
  • The laureate will be hosted September to November 2024  in a studio apartment located on the site of the Marais. In no case, the stay can be split;
  • The studio apartments vary in size from 20 to 55 m², with an average of 40 m² including a furnished work and living space (work area, bedroom, bathroom, kitchen). Some workshops are equipped with a piano. All workshops are equipped with a wifi Internet connection;
  • In addition to the provision of a studio apartment within the Cité internationale des arts, the winner will be able to benefit from a living grant and support for the project provided by Kultur | lx and the Cité internationale des arts team;
  • It is possible for the laureate to be accompanied by an adult and/or a child under the age of 7. A financial supplement is required (additional costs are chargeable to the laureate). Animals are not allowed;
  • The resident agrees to respect the dates of the residence and the general rules.
Facilities and financial terms
  • Housing: a studio apartment is available at the Cité internationale des arts;
  • Grant: residency allowance of 8.400 EUR;
  • Flat fee for transport and daily expenses: fixed rate of 1.800 EUR;
  • Production costs: maximum amount of EUR 2,000 reimbursable on original, receipted invoices.

Expenses to be paid by the laureate:

  • The security deposit requested by the Cité internationale des arts, in the amount of 200 EUR;
  • Living expenses (food, travel and transportation during the residency, etc.);
  • The laureate must have health and repatriation insurance during his stay in Paris;
  • It is possible for the laureate to come accompanied by an adult and/or a child under 7 years old. A financial supplement is then required, and must be paid by the laureate.
Organization and Jury

The application is free of charge and unpaid.

The designation of the laureate will be made after the examination of the application files by a jury composed of qualified personalities from the Luxembourg cultural sector and the artistic direction of the Cité des Arts.

The jury will award the residency based on the relevance and integrity of the artistic approaches.

The jury’s decision is final. The jury may decide not to award a grant if it considers that the candidates proposed to it do not meet the award criteria.

Payment of the Grant

The residency grant, travel allowance and per diem will be paid in two instalments to the recipient’s personal account. The first instalment of 80% shall be paid upon arrival at the Cité des Arts and the grant holder must notify Kultur | lx in writing. The second instalment of 20% after submission of the report at the end of the residency.

A maximum of 2,000 EUR will be paid at the same time as the second instalment, after presentation, at the end of the residency, of the accounting documents and receipts relating to the production costs, the testimonial of the residency and the possible costs of an exhibition/performance/meeting.

Cité internationale des Arts

Kultur | lx – Arts Council Luxembourg, in collaboration with the Cultural service at the Embassy of Luxembourg in Berlin, is offering a six-week choreographic research and production residency at the Uferstudios Berlin, between July and August 2024 (six weeks to be defined), on the basis of a call for applications. This residency abroad encourages choreographers to immerse themselves in the Berlin art scene and promotes networking with the local art scene, contributing to the long-term development of their professional career.

The Uferstudios für zeitgenössischen Tanz, which has been located in the heart of the Wedding district in the former premises of local transport companies since 2010, is home to dancers, choreographers and artists from all over the world. In the 14 well-equipped studios, dancers, choreographers and artists are offered a space dedicated to public and private rehearsals, workshops and performances in a creative and stimulating environment.

This grant is awarded under the terms and conditions set below.

Eligibility

Kultur | lx offers a grant on the basis of a call for applications to all choreographers of Luxembourg nationality or living in Luxembourg, without any age limit, who demonstrate significant professional experience and commitment to the national art and culture scene.

Residency terms

  • a workshop studio at the Uferstudios;

Award and jury

The application is free of charge and unpaid.

The selected choreographer shall be designated based on the following selection procedure:

  • a pre-selection phase consisting of the examination of all applications by a committee made up of leading figures from the Luxembourg cultural scene, and
  • a final selection made by the Uferstudios’s art direction.

Successful applicants may be asked to attend an interview with the members of the Jury. The invitation to an interview is not systematic and is left to the discretion of the Jury. Being invited to an interview does not guarantee acceptance of the application. Also, residency may be granted without an interview. If the applicatant is invited, his/her presence will be compulsory.

The Jury shall grant the residency based on the relevance and integrity of the artistic approach. The Jury may decide not to award any grant if it considers that the applications submitted do not meet the eligibility requirements. The decision is final.

Kultur | lx may demand a full or partial refund of the grant if the grant holder fails to submit a report. If the residency is terminated before the end of the residency term, the grant holder shall refund the grant and the expenses related to the incomplete period of time.

The laureate shall respect the internal regulations of the Uferstudios.

The laureate agrees to mention Kultur | lx and the Uferstudios during the presentation of the work resulting from this residency as well as in any communication related to this residency.

Kultur | lx – Arts Council Luxembourg and the Luxembourg Embassy in Rome in partnership with the Academia Belgica, Centre for History, Arts and Sciences in Rome (AB), is offering a research and creative residency for Luxembourgish or living in Luxembourg authors, screenwriters, playwrights, illustrators, architects and architectural researchers (PhD Level minimum) for at least one month and up to two months (dates to be agreed upon with Academia Belgica), based on a call for applications. The aim of this residency is to help architects, architectural researchers, illustrators and authors in the broadest sense immerse themselves in the Roman environment and to encourage networking within the local art scene and with other academies and research institutes, contributing in the long run to the development of their professional career.

Located in the heart of Rome, the Academia Belgica is now part of an international network of thirty-eight academies and research institutes from nineteen countries in the Urbs, with which it collaborates regularly. The Academia Belgica is a public utility foundation that welcomes highly qualified artists and researchers. Their aim is to be an interdisciplinary centre for hosting and promoting high-level scientific and cultural activities and act as a bridge between national academic and cultural institutions on one hand and international universities and research and cultural centres on the other hand in Rome and elsewhere.

Eligibility

Kultur | lx offers a grant on the basis of a call for applications to all architects, architectural researchers (PhD Level minimum), illustrators and authors in the broadest sense, of Luxembourg nationality or living in Luxembourg, without any age limit, who demonstrate significant professional experience and commitment to the national art and culture scene.
