In order to help facilitate scouting of Luxembourgish talent, Kultur | lx helps organisations who want to invite foreign professionals to events and exhibitions. The goal of this scouting is to increase recognition of Luxembourg creatives and productions, facilitate access to the artists, raise awareness, and enhance their impact.
This support is intended for:
Invitations to foreign professionals must be linked to a programme specifically highlighting Luxembourg productions and/or artists.
Professionals’ normal travel as part of their working relationship with a Luxembourg institution are not eligible.

Kultur | lx aims to support the visibility and the recognition of the artists, the events and the actions implemented by the creators and professionals of Luxembourg with the media, the professionals and the international public. The aim of this support is to increase the visibility and recognition of the Luxembourgish creative sector through the media, those working in the sector, and audiences abroad. The applicant is able to hire a PR or marketing agency in order to promote their participation in exhibitions, trade shows, festivals or other events abroad. This support is also available for promoting new Luxembourgish productions or releases through international media and creative marketing channels.

Kultur | lx aims to support the professional structures which contribute by their work and their presence on the international events to the diffusion and the radiation of the Luxembourgish creation. This support is aimed at companies and organisations (galleries, publishers, associations) that want to take part in international events, such as trade shows and fairs, and whose programme(s) will include one or more Luxembourish artists.
This support is intended for:
The Luxembourgish artist(s) must be central to the submitted proposal; their place in it will play a key role in the evaluation of the project. The support awarded must be focused on expenses relating directly to Luxembourgish artists.

Kultur | lx wishes to contribute to the influence and dissemination of work. Financial assistance for touring and circulation of productions is intended for Luxembourgish professionals in the cultural sector who wish to perform on tour, at festivals, showcases or present their work at exhibitions abroad.
Institutions abroad that wish to host a Luxembourgish production or artist can also benefit from this fund. In this case, Kultur | lx’s support should be considered only as a contribution towards part of the costs, which are to be shared with the host/inviting organisation.
A single application may be submitted for dates spaced out in time but relating to the same project.
This support is intended for:

Kultur | lx, in collaboration with the Ministry of Culture and Mudam Luxembourg, is launching a call for applications in connection with Luxembourg’s participation in the 60th Venice Biennale, the renowned international contemporary art exhibition that will run from 20 April to 24 November 2024.
Through its support for Luxembourg’s regular involvement in the Venice Biennale, the Ministry of Culture ensures that Luxembourg artists are present at one of the world’s most important contemporary art events, thereby expanding the reach and influence of Luxembourg’s artistic scene on the international stage.
Since 2018, the Luxembourg Pavilion has been staged at the Arsenale, one of the two main sites of the Venice Biennale, clearly enhancing its profile among the both general public and professionals. For the 60th Venice Biennale, the Luxembourg Pavilion will be organised by Kultur | lx in cooperation with Mudam Luxembourg.
The call for applications is open to visual artists or artist collectives, across all disciplines, having Luxembourg nationality or residing in Luxembourg.

The Venice Biennale International Art Exhibition is one of the world’s largest and most important international platforms for contemporary art. In addition to the main exhibitions organised by curators, some 90 countries take part in the Biennale Arte via national contributions.
In December 2022 the Board of La Biennale di Venezia appointed Brazilian Adriano Pedrosa, curator and artistic director of the Museu de Arte de São Paulo Assis Chateaubriand (MASP), as Curator of the 60th Venice Biennale International Art Exhibition in 2024. The theme of the general exhibition is not yet known.
The Luxembourg Pavilion’s exhibition space is located in one of the rooms of the Sale d’Armi at the historic Arsenale site, which also hosts the International Exhibition and some of the National Pavilions. A description of this space, which covers 240 m2, can be found here.
Applicants will be selected in two stages.

A budget guidance note and the procedures for submitting applications will be sent to the shortlisted applicants when the shortlist is announced in the week of 6 March 2023.
The shortlisted artists will be invited to present their project to the jury during a 30-minutes audition that will take place in Luxembourg in the week of 17 April 2023.
The shortlisted artists will receive compensation of €1,500 for finalising the project for the second round. For the winning project, this compensation shall be considered a down-payment. The names of the shortlisted artists will be published.
One project will be selected as the winning project and recommend to the Minister of Culture, who will then award the contract to design the Luxembourg Pavilion.
The jury’s decision is final.
The winning project will be announced on the week of 1 May 2023.
The entire selection process will be handled by one and the same jury. The jury will comprise national and international experts, as well as representatives of Mudam Luxembourg:
The members of the jury will be guided by the following criteria when making their selections: artistic background of the applicant(s), relevance and originality of the project, how well the project fits into the international context of the Biennale, and the technical and financial feasibility of the project.
Applicant artists must have Luxembourg nationality or reside in Luxembourg. For an artist collective, at least one member must have Luxembourg nationality or reside in Luxembourg. Applicants must also be able to demonstrate, via relevant experience, that they are professional visual artists. Artist collectives and transdisciplinary artists are also welcome to submit applications.

Kultur | lx, in collaboration with Ministry of Culture and LUCA Luxembourg Center for Architecture, launch a call for applications to represent Luxembourg at the 2023 Venice Architecture Biennale.
The call is aimed at multidisciplinary curatorial teams including at least one Luxembourg architect, living in Luxembourg or able to demonstrate a cultural integration in the Grand Duchy. The teams may include all professions useful for the reflection, production and mediation of this pavilion. For example, artists, architects, urban planners, landscape architects, researchers, critics, curators, writers, philosophers, etc. can be part of the team. In addition, the teams may call on the services of third parties.

The Venice Architecture Biennale is the world’s largest cultural event for architecture. The aim of this international event is to give the world an overview as comprehensive as possible of the themes and projects capable of addressing the future’s scenarios in the fields of architecture, urbanism, the city and our ever-changing society.
The 18th edition will take place from 20 May to 26 November 2023. Nominated in December 2021 by the Fondazione la Biennale di Venezia, Lesley Lokko, architect and woman of letters will be the Chief Curator of the Biennale 2023.
Lesley Lokko, who is responsible for the major exhibition, will also decide on the theme of the Biennial, which is expected to be announced in summer 2022.
The presence of Luxembourg at the Venice Architecture Biennale meets several objectives:
The Pavilion, located on the first floor of the Sale d’Armi, offers an open plan space of some 240 m2 with a ceiling height of 5 meters. A description of the venue is available in the appendix.
Since the Fondazione la Biennale di Venezia introduced new procedures for national participations in 2016, the Ministry of Culture has assumed the role of curator for the Luxembourg Pavilion. In this role, the Ministry, as the main financer of the national participation, appoints Kultur|lx – Arts Council Luxembourg as project manager who will be in charge of the whole organisation of the Luxembourg presence in Venice.
The project for the Grand Duchy of Luxembourg Pavilion will be selected by a jury made-up of:
The call is aimed at multidisciplinary curatorial teams for the production and creation of the Luxembourg Pavilion of this Venice Architecture Biennale edition. The teams must include at least one Luxembourg architect, living in Luxembourg or able to demonstrate cultural integration in the Grand Duchy. Moreover, the teams may include all professions useful for the reflection, production and mediation of this pavilion. For example, artists, architects, urban planners, landscape architects, researchers, critics, curators, writers, philosophers, etc. can be part of the team. In addition, the teams may call on the services of third parties.
The applicant team must designate a project leader who will be the main contact for Kultur|lx.
The applicant team must have experience in organising or producing exhibitions and be able to develop an architectural discourse and defend it in public.
Proposals may take the form of exhibitions, installations, performances, workshops, readings or other relevant formats.
In line with the directions of the Biennale 2023, the proposals will affirm the ethical and social functions of architecture, reflect the way it can support inclusion, well-being, sustainability and diversity. The selected proposal will be suitable for presentation in the context of the Venice Biennale and will consider the specific nature of the Pavilion. They will also give an idea of the subsequent presentation of the project in Luxembourg.

As the commissioner, the Ministry of Culture has appointed Kultur|lx as the project Director of the Luxembourg Pavilion.
As the project Director, Kultur|lx will be in charge of the whole organisation of the Luxembourg presence in Venice. The selection of the curatorial team will be made through this public call for applications.
The detailed roles and responsibilities will be defined, depending on the team and selected project, in an agreement to be drawn up within two months of the announcement of the winning team.
Selected applicants for the second session will receive an allowance of 1,500 euros for the preparation of the portfolio for the completion of the project for the second session. For the selected team, this lump sum is to be considered as a down payment. The names of the three shortlisted projects will be published.
Kultur|lx will award the sum of €75,000 to the selected team. This sum will cover the costs of the project creation as well as the fees and is to be included in the overall project budget to be submitted for the second session.
The overall budget made available to Kultur|lx by the Ministry of Culture for the Luxembourg Pavilion at the Venice Architecture Biennale is €418,000 (excluding rental charges and the project to be adapted to Luxembourg). This sum includes the costs of installation, transport, travel and accommodation as well as communication and personnel costs for production, mediation and supervision.

Through this scheme, Kultur | lx – Arts Council Luxembourg, in collaboration with the ministry of Culture and the THEATER FEDERATIOUN, supports the presence and the promotion of a Luxembourg theatre production at the 2024 edition of the Festival OFF d’Avignon, a strategic professional platform in the economic sector of performing arts. The performance venue will be the Caserne des Pompiers, a programming venue of the Grand Est Region within the framework of its agreement with the ministry of Culture of Luxembourg.
The selected artistic team shall not be eligible for any other support from Kultur | lx due to its presence at the Avignon Festival.
Performing arts (excluding dance)

An independent jury will attend the applicant’s productions or view them on video. The selection of the winning production will be based on the artistic quality of the performance and the quality and feasibility of the submitted project.

The artistic teams presenting one or more projects shall, during the selection period, ensure invitations for the members of the jury, subject to availability.
The entire artistic team ensures its availability for the entire duration of the Festival OFF d’Avignon and a potential tour during the following season.
The artistic team ensures that the copyrights of the show are covered for the festival and for a tour in France.
The artistic team shall provide Kultur | lx with an assessment report on its participation in the Festival OFF d’Avignon (including a financial report, attendance figures, media coverage, the number of professional contacts made, promotional possibilities, etc.).
By submitting an application, the artistic team states that the information provided is true and complete. They agree that all members of the jury may have access to the personal information of their members. They authorise the Kultur | lx Coordination service to check the accuracy of all information relating to the application. If any of the information provided by the artistic team is inaccurate, the artistic team consents that Kultur | lx reserves the right to cancel the application.
The artistic team shall be available for meetings and preparatory meetings with the jury and Kultur | lx staff.
Kultur | lx guarantees artistic freedom. The artistic team is autonomous as to the choice of its project within the framework of the allocated residency and in accordance with its artistic project described at the time of the application.
Kultur | lx expressly reserves the right to cancel to cancel the award of the aid for duly justified reasons, without any applicant being abble to claim any compensation in this respect.

Kultur | lx wishes to promote the internationalisation of Luxembourgish artists’ profiles and careers. This grant covers the membership in the IETM network and the expenses arising from the participation in its events over a period of three years.
The IETM International Network for Contemporary Performing Arts is a network representing over 500 organisations and individual professionals, from independent artists to public cultural agencies, theatres and festivals, working in the performing arts industry in all disciplines around the world. The IETM holds two plenary meetings a year in European cities, which include conferences and debates, pitching and networking sessions, and an artistic programme. It also holds smaller meetings around the world on specific themes or geographical areas. Participating in the IETM is an opportunity for performing arts professionals to develop international contacts and deepen their understanding of the challenges facing the industry.

Eligible expenses are dedicated to the artist/company members joining the network.
Reimbursement of up to 80% of eligible expenses. The total amount of aid is limited to €2,000 per year. However, when justified by the nature or scope of the project, the Coordinators reserve the right in accordance with the selection committee to exceed that amount on an exceptional basis.

As part of our support policy regarding the performing arts industry and in order to better guide the artistic careers of our choreographers and dancers, Kultur | lx – Arts Council Luxembourg, in collaboration with Les Théâtres de la Ville de Luxembourg and the TROIS C-L – Centre de Création Chorégraphique Luxembourgeois, is offering an end-of-creation choreographic residency to an artistic team based in Luxembourg, on the basis of a call for applications. The selected company gets specific support from the three above-mentioned partners providing financial assistance and networking. The residency ends with a preview in Annonay (France) followed by a premiere at Les Théâtres de la Ville de Luxembourg.
This grant is awarded under the terms and conditions set below.
Kultur | lx grants this residency on the basis of a call for applications to all dance companies registered in Luxembourg, who demonstrate a significant professional background and a commitment to the national artistic and cultural scene as well as an opening to the international scene supported by a distribution strategy specific to the submitted project. Applying companies which benefit from a structuring support for established dance companies from the Ministry of Culture is considered as an asset.

The premiere and any additional performances at Les Théâtres de la Ville de Luxembourg shall be subject to a separate transfer agreement.
The Committee shall award the residency based on the relevance and integrity of the artistic approach.
The Committee shall meet once for the projects pre-selection phase. The selected artists may then be invited to an interview with the members of the Committee. The invitation to an interview is left to the discretion of the Committee. Receiving an interview does not guarantee acceptance of the application. Similarly, the grant may be awarded without an interview. In the event of an invitation to an interview, the presence of the applicant is compulsory.

The creation residency lasts for 4 weeks at the Chapelle Sainte-Marie directly followed by a 2-week technical residency at the Théâtre des Cordeliers in Annonay, during the October school holidays 2023 scheduled in the Grenoble academy. The period runs from end of September to mid-November 2023.
Within the scheme of this project, the new choreography will be an integral part of the Annonay Rhône Agglo En Scènes season and will be previewed at the Théâtre des Cordeliers in Annonay.
The completion residency and the preview presentation in Annonay will allow the selected company to face an audience, to organise recordings and photo shoots, to talk about its work to the local audience, to exchange and to participate in awareness activities run by the Compagnie La Baraka.
The creation will be an integral part of the 2023/2024 programme of Les Théâtres de la Ville and will premiere in early December 2023.
Applications may be submitted in French, German or English. Only complete applications submitted by the deadline shall be processed.
By submitting an application, the artistic team states that the information provided is true and complete. It agrees that all Committee members may have access to the personal information of each team member. They authorise the Kultur| lx Coordination to check the accuracy of all information relating to the application. In the event that some information provided by the artistic team is inaccurate, the artistic team acknowledges that Kultur|lx reserves the right to cancel its application.
The artistic team shall follow the internal regulations of La Chapelle Sainte-Marie and the Théâtre des Cordeliers d’Annonay.
The artistic team is the delegated producer and shall ensure the financial, artistic and operational management of the project. They shall respect the fact that the Luxembourg premiere of the show will be held at Les Théâtres de la Ville de Luxembourg and shall communicate this in its applications to other potential partners in the area. The artistic team guarantees absolute transparency regarding financial information (obtained aids, co-production contributions, etc.) provided in the application files.
In addition, the artistic team shall submit a detailed report to Kultur| lx at the end of the residency. This report may be published by Kultur | lx.
The artistic team shall include the following note in all communications relating to the project:

Kultur| lx guarantees artistic freedom. The artistic team is independent in its choice of project within the framework of the allocated residency and in accordance with the artistic project described at the time of submission of the application.
Kultur | lx expressly reserves the right to cancel at any time and for any reason whatsoever the awarding of grants under these Regulations, without any applicant being able to claim any compensation in this respect.
THE COMPAGNIE LA BARAKA
La Chapelle

The Compagnie La Baraka was founded by the choreographer Abou Lagraa in 1997. They have some thirty shows in their repertoire. Internationally renowned, La Baraka believes in a type of dance open to everyone through artistic creation, but also by raising awareness and transmitting the art of choreography to as many people as possible. Since February 2018, the Compagnie La Baraka has been based in the Chapelle Sainte-Marie in the historic centre of Annonay, in the heart of the Auvergne-Rhône-Alpes region, one hour away from Lyon.
Besides the works of the Cie La Baraka, La Chapelle endeavours to be a hosting venue for artists in residence. The La Baraka team has a desire to open up and share with other artists in residence, thus increasing the chances for the population to have access to wide range of art. That is how the Compagnie La Baraka with the Chapelle Sainte-Marie becomes a place of creation in France for Luxembourg artists.

Grand Théâtre & Théâtre des Capucins
Les Théâtres de la Ville de Luxembourg, namely the Grand Théâtre and the Théâtre des Capucins, have had a joint management since 2011 and offer an eclectic programme of dance, opera and theatre, driven by the desire to meet the expectations and demands of a growing cultural scene and a cosmopolitan audience. Throughout the seasons, Les Théâtres de la Ville strive to honour their role as a cultural hub by multiplying live performance events and actively contributing to the growth of the cultural scene in Luxembourg, in particular by associating local talents with international co-productions and by encouraging the creation, emergence and support of local creators.
Born from the same idea of support and sharing, the TalentLAB, a multidisciplinary project laboratory and festival, was created in 2016 and has turned into an exciting platform for emerging artists who have the opportunity to experiment in a safe space. By implementing the end-of-creation residency Capucins Libre in 2018, Les Théâtres de la Ville was willing to take part in another aspect of the creation process and to encourage artists and groups to carry out a project by giving them the time, space and support they need to achieve it. In this state of mind, the idea of a collaboration with the Compagnie La Baraka – La Chapelle / Abou Lagraa & Nawal Lagraa Aït-Benalla was born.
Finally, considerable efforts were made to assiduously maintain partnerships with other performance venues in Europe in order to establish a new co-production model based on exchange and transmission, allowing local artists to participate in international projects on the one hand and local projects to tour abroad on the other. This strategy of combining creations with international “in-house” co-productions has enabled the Grand Théâtre and the Théâtre des Capucins to increase the visibility of local creations both in the Greater Region and throughout Europe and to build excellent relationships with their partners.
THE TROIS C-L – CENTRE DE CRÉATION CHORÉGRAPHIQUE LUXEMBOURGEOIS
The TROIS C-L – Centre de Création Chorégraphique Luxembourgeois is the key organisation for contemporary dance in Luxembourg. It is subsidised by the Ministry of Culture and pursues multiple missions on a national and international scale.
The TROIS C-L is first and foremost a support and artistic production centre, commissioned by the Ministry of Culture, responsible for the management of financial aid allocated each year to projects by choreographers based in Luxembourg, both emerging and established. As a coordinating body dedicated to contemporary dance in Luxembourg, its aim is to develop a cultural network offering a demanding and varied artistic programme in the area.
The TROIS C-L is also an official training centre that offers professional dancers and choreographers a quality programme: daily professional classes, master classes and other specific trainings. It is also a place of cultural mediation and awareness for the general public on contemporary dance in its most diverse forms. On the 3rd of each month, the TROIS C-L holds the “3 du TROIS”, a cultural event with a multidisciplinary artistic programme that attempts to rethink or question society and choreographic art. The TROIS C-L also offers dance classes and workshops for amateurs, in order to sharpen the spectator’s gaze through artistic experiences.
As a centre for contemporary dance in Luxembourg, the TROIS C-L aims to support professional dancers by placing promotion and distribution at the heart of its missions. The objective is to develop an ambitious promotion and distribution platform that enables Luxembourg artists to gain greater visibility and take their artistic work beyond the national borders. The TROIS C-L’s mission in terms of promotion and international distribution is based on three main development approaches: networking, international cooperation and international residency exchanges.

The Committee ‘s decision is final. The Committee may decide not to award a grant if they consider that the submissions are not relevant.
